City Administrator Norman stated he does not know if this is the time to hold back. The City has
a message to get out. There are a lot of wonderful things happening in this community and they
should let people know what is going on.

Councilmember Jeffrey stated this is a small price to pay for a great communication tool.

Councilmember Strommen indicated she is in favor of going forward with this, but she would
like a projection regarding the Council Contingency fund. If they have to pull back she would
rather take a second look at the trips planned for the urban village tours. The public relations
would be of more value.

Mayor Gamec inquired about the budget allocated for the Ramsey Resident.

Assistant City Administrator Nelson replied the budget is in the range of $20,000 to $30,000.
IJowever, staffs time does not get allocated into this amount.

City Administrator Norman reviewed the proposal fi'om Goff & Howard, Inc.

Assistant City Administrator Nelson expressed concern regarding who would implement the plan
lhe firm puts together to market the City.

Mayor Gamec commented it may be more beneficial to hire an employee to deal with
communications.

Assistant City Administrator Nelson suggested the possibility of contracting with a consultant to
assist with writing a portion of the newsletter.

Mayor Gamec noted this would almost need to be done by an internal staff person. He suggested
the possibility of hiring a part time public relations employee. They may also want to consider
obtaining an intern from St. Cloud University.

Public Works Director Kapler indicated the prioritization of the newsletter articles should be
communicated to those responsible for writing articles.

Councihnember Olson suggested the newsletter expand on the calendar to include upcoming
events in the community.

Assistant City Administrator Nelson suggested every department could be required to submit a
new fi'csh article for the newsletter each time it goes out.

City Administrator Norman indicated he will go back to Goff & Howard, Inc. and ask for
refinement to the proposal.

Councilmember Cook stated the public relations needs to go beyond the newsletter. They should
be using Happy Days and other events to highlight what is going on in the community.

City Council Work Session/March 15, 2005
