Councilmember Jeffrey asked how the two pending Comprehensive Plan amendments bench
against this criteria.

Community Development Director Trudgeon noted the two pending amendments are part of an
l~:nviromnental Assessment Workshop (EAW) process so all of the criteria are addressed except
criteria//6 which is part of the development process.

Councilmember Cook agreed that a lot of this occurs during the planning process but a
Comprehensive Plan amendment is needed before proceeding with the planning process. He
stated many people do not understand the process and that what is approved on the preliminary
plan is what will be constructed. He stated additional planning cannot continue unless the
Comprehensive Plan amendment is approved and the project would not go to final plat unless
these issues are addressed.

Councihnember Strommen stated this would also be the checklist for review at the final plat
consideration.

Councilme~nber Jeffrey stated whenever the Planning Commission looks at Comprehensive Plan
amendments, the EAW process would be completed.

City Administrator Norman stated that the developer will want to know if the amendment will be
approved before moving forward with the rest of the costs of the development.

Cotmcihnember Elvig asked about the process that would be followed.

Community Development Director Trudgeon stated it does not allow development of any type,
but does indicate the type of development that could occur.

Councihnember Elvig stated if a Comprehensive Plan amendment is passed it indicates that
services are available and to submit a sketch plan. If the sketch plan looks acceptable but an
EAW is needed, then the sketch plan would be approved contingent upon an EAW. The EAW
would need to be done before the final plat is considered.

Corem unity Development Director Trudgeon stated that is correct.

Councihnember Cook noted that in some cases the City is not saying services will be available
unless it is addressed in the development agreement to assure the water or sewer lines are paid.

Councilmember Jeffrey stated the last paragraph of the policy before the criteria indicates:
"Recognizing the need to continue to foster development and not unnecessarily delay worthy
development projects, the City Council has given Staff directions what criteria to use when
reviewing and making recommendations on Comprehensive Plan Amendments."

City Council Work Session / March 22, 2005
Page 3 of 7
