Corn munity Development Director Trudgeon stated this was written for future considerations and <br />not based on the two pending Comprehensive Plan amendments being considered tonight. If <br />approved, staff will base future recommendation on this policy. <br /> <br />Councilmcmber Jeffrey stated to him it appears the Comprehensive Plan amendment is done <br />prior to the EAW so the Council will not have documentation to answer those italicized criteria <br />points. <br /> <br />Community Development Director Trudgeon stated that consideration could be delayed until the <br />plat is considered. He noted that actually the Metropolitan Council needs to approve the <br />Comprehensive Plan amendment and after that approval it takes effect. He stated there may be a <br />way to continue to work on the process once the amendment is sent to the Metropolitan Council <br />Ibr their consideration. If approved by the Metropolitan Council, then the preliminary plat would <br />be ratified. <br /> <br />Councihnember Jeffrey stated he agrees with the criteria but wants to assure the language is not <br />"nit picked" by someone after adoption. He stated his support to tie it into the sketch plan and <br />preliminary plat consideration. <br /> <br />Councilmcmber Strommen stated there still remains the need to provide criteria on which to <br />consider a Comprehensive Plan amendment. She asked if the EAW should be required for a <br />Comprehensive Plan amendment and noted this is only a concern during the interim period. <br /> <br />Councihnember Cook asked if there is a way to make the developer agree to do an EAW when <br />they make application for a Comprehensive Plan amendment. <br /> <br />Community Development Director Trudgeon stated there may be a scale issue to consider in <br />cases that only create one lot. <br /> <br />}IRA Executive Director Frolik stated the EAWs for the two cases being considered tonight cost <br />$25,000, which is substantial. <br /> <br />Councilmember Elvig stated if someone wants a Comprehensive Plan amendment, a feasibility <br />study has ah'early been done. The developer would also be forced into doing an EAW unless it is <br />a small project. <br /> <br />City Administrator Norman asked if the current language "hamstrings" the Council in <br />considering the project prior to the EAW. <br /> <br />Community Development Director Trudgeon stated that with the cases being considered tonight, <br />the Council needs to decide if they want the land available for services. <br /> <br />Mayor Gamec asked what is the requirement for an EAW. <br /> <br />City Council Work Session / March 22, 2005 <br /> Page 4 of 7 <br /> <br /> <br />
