Community Development Director Trudgeon stated some of the requirements are 275 unattached <br />traits, 375 attached units, or 80 acres. <br /> <br />Councilmcmber Strommen stated in the interim something is needed and asked if there can be a <br />rough cut. <br /> <br />Community Development Director Trudgeon agreed that further information is needed to <br />determine the direct impact to the neighborhood and that is what the EAW will indicate. <br /> <br />Councilmember Elvig noted that if you cannot do Comprehensive Plan amendments between <br />now and fall, there will be no new building starts until spring of 2006. He stated he does not <br />think anyone will cluster now if they can connect next year so the Council needs to be sure that <br />this language is correct. He asked how many projects are "on the radar." <br /> <br />Community Development Director Trudgeon stated there is one cluster north of Trott Brook and <br />Marigold will probably come in as an urban project. <br /> <br />Mayor Gamec stated he would like to stop development above Trott Brook until the final <br />Comprehensive Plan is done. <br /> <br />City Attorney Norman stated Mayor Gamec spoke with the Planning Commission Chair and both <br />agreed with a "no urban beyond line" until approval of the next Comprehensive Plan in 2008, <br />other than cluster. He noted the Council can create policy so those developments will not be <br />considered. <br /> <br />Councihncmber Strommen suggested that restriction be added as criteria #7. <br /> <br />City Administrator Norman concurred. <br /> <br />Councihnember Elvig noted there are also no road connections to the north of that area. <br /> <br />Mayor Gamec commented on the scattered development that has been created in Ramsey and <br />advised the County has also indicated that is the case due to the extensive wetlands in that area. <br /> <br />Cily Administrator Norman noted it is a very tight timetable and agreed with the need to assure <br />thc language is correct and adequate so Comprehensive Plan amendments can be considered. <br /> <br />Community Development Director Trudgeon stated a lot of these items are addressed through the <br />l!iAW, lie suggested the policy indicate that the following criteria need to be addressed through <br />the EAW or some other process. <br /> <br />Councihnember Cook stated the Planning Commission needs to know that an EAW is being <br />done so these items are addressed and also to assure that an EAW will be done as part of the <br />process. <br /> <br />City Council Work Session / March 22, 2005 <br /> Page 5 of 7 <br /> <br /> <br />
