Councilmember Strommen stated you need to have some minimals and referred to criteria #2 that <br />addresses financial feasibility. She stated the City may generally know the traffic issues but <br />additional details may also be needed as part of the process. <br /> <br />Councilmember Cook stated if a 100 unit property comes in and needs a Comprehensive Plan <br />amendment but not EAW, how would that be addressed. <br /> <br />Cotmcilmcmber Strommen stated the developer will have to provide this information or it needs <br />to be addressed through the EAW process. <br /> <br />Mayor Gamec stated if it is only a small parcel then a complete EAW may not be needed but the <br />question would still have to be answered. <br /> <br />Councilmember Strommen noted that a Comprehensive Plan amendment has not been <br />considered without a development plan being submitted. <br /> <br />Corn munity Development Director Trudgeon stated that is correct. <br /> <br />Cmmcilmember Strommen stated the draft language provides a checklist of issues to assure they <br />will be addressed as part of the process. <br /> <br />Mayor Gamec asked staff to add criteria #7 addressing urban development north of Trott Brook <br />as follows: <br /> <br />No .fitrlher urban development shall occur north of Trott Brook until adoption of the <br />Comprehensive Plan in 2008. <br /> <br />Consensus of the City Council was to direct staff to refine the language for consideration at a <br />fitture Council meeting. <br /> <br />2) Urban Village Tours <br /> <br />Tabled to March 29, 2005 Work Session which will start at 5:30 p.m. <br /> <br />3) RTC II Master Planning <br /> <br />Tabled lo March 29, 2005 Work Session which will start at 5:30 p.m. <br /> <br />MAYOR AND COUNCIL <br /> <br />City Council Work Session / March 22, 2005 <br /> Page 6 of 7 <br /> <br /> <br />
