CASE #,~3 <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF <br />NORTHFORK - ST. ANDREWS ADDITION; <br /> CASE OF NORTH FORK, INC. <br /> By: Principal Planner Patrick Trudgeon <br /> <br />Background: <br /> <br />North Fork, Inc. is requesting preliminary plat approval of Northfork - St. Andrews Addkion. <br />The plat consists of 44 new single-family residential lots. The following items are enclosed for <br />your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed preliminary plat, grading plan & letter from applicant dated' 12-12-00 <br />City Staff review letter dated December 21, 2000 <br /> <br />Notifications: <br /> <br />State statute requires notification'of the public hearing to owners of property within 350 feet of <br />the subject property. Staff sent hearing notices to residents within 350 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />The subject plat was part of a larger area that received preliminary plat approval in 1995 as <br />Northfork Fifth Addition. The preliminary plat for Northfork Fifth Addition expired prior to all <br />phases receiving final plat approval. Therefore, the applicant was required to obtain a new <br />preliminary plat approval. <br /> <br />A total of 44 lots are shown on the plat. The lots range in size from 1.02 to 3.5 acres, which <br />exceedS the Northfork PUD one-acre minimum lot size. The majority of the lots are between 1.3 <br />and 1.75 acres. Lots 2 and 4, Block 1 and Lots 10-13, Block 2 do not meet the 160-foot lot width <br />requirement at the 40-foot building setback line as required for the PUD. Lots 2 and 4, Block 1 <br />are about 120 and 140 feet wide, respectively, at the front setback line. Lots 10 & 13, Block 2 <br />are both about 150 feet wide while Lots 11 and 12, Block 2 are both about 95 feet wide at the <br />front yard setback. <br /> <br />In Staff's opinion, modifications to the lot 1.ines can be done to make the lots in Block 1 conform <br />to the PUD width requirement. The same can be said for Lots 10 and 13, Block 2. However, <br />Lots 11 and 12, Block 2 are more problematic. Either the lots should be required to be combined <br />into one lot or the City could require that the homes be built at the point where the lot width <br />reaches 160 feet. If the second option is chosen, consideration will have to be given to the <br />location of the house at'the 160-foot width line and the proposed drainage pond in the rear of <br />these lots. <br /> <br /> <br />
