Mr. Zaetsch inquired where the wetlands would be replaced and whether acquisition would be <br />required for the replacement. <br /> <br />Assistant Public Works Director Olson replied the action tonight will begin the design for the <br />sewer, and these details will be answered during the process of the design work. There will be <br />land acquisition necessary, which has been known from the beginning. If there is mitigation <br />required they generally try to mitigate within the existing wetland that is being impacted. This <br />wilt be determined as the project is designed. <br /> <br />Mr. Zaetsch inquired about the Chapter 8 impact and who the affected parties along the right-of- <br />way are. <br /> <br />City Attorney Goodrich replied Chapter 8 of the City Charter relates to public improvements and <br />the specific assessment procedure the City uses when it undertakes to establish .a special <br />assessment project. It has details outlined of what is necessary for the City to undertake a public <br />improvement project. The first step is to order a feasibility report. The City is a considerable <br />distance from having a feasibility report prepared to go forward with this project. The first thing <br />would be a public hearing and it Would then be considered whether to go forward with the <br />project. <br /> <br />Assistant Public Works Director Olson indicated the feasibility stUdy has been requested and is <br />in draft form. It has not been accepted by the City Council because there are issues relative to <br />where the pipe will go and how much it will cost. The feasibility stUdy <br /> <br />Mr. Zaetsch stated he has the same questions relating to Case Nos. 9 and 10. <br /> <br />Councilmember Elvig stated this is not the project that is on the books, and they are not planning <br />on building the sewer pipe now. They are looking at how the sewer run might be, what costs <br />would be involved, and how it would impact different people. The. City may not fund this; it <br />could be funded by a develdper, lit should be understood that this is part'of a long process and <br />this is just one step to see if they can move forward. He asked if some of this route would go <br />into the county ditch. <br /> <br />Assistant Public Works Director Olson replied there is a small segment in the northeast corner <br />that goes in the county ditch. One of the reasons for going along the county ditch was to <br />accomplish two things and be able to clean the ditch as well. <br /> <br />Assistant Public Works Director Olson explained it. is in their best interest to keep as much H'ade <br />in the sanitary sewer as they can by taking the most direct path. He would recommend cleaning <br />the ditch with this project, but he does not think there is the amount of easement necessary for <br />this. <br /> <br />Councihnember Cook stated there are several reasons he likes this aligmnent. It reduces the <br />impact on as few residents as possible.
