In reality the costs are being bom by a developer or by the sewer <br />and water trunk fees and the sewer and water capital improvement fund. <br /> <br />Councihnember Strommen stated she has not supported the extension of sewer and water due to <br />the need to complete the overall plan. This case pertains only to the alignment and she sees <br />advantages to this alignment over others. <br /> <br />Mayor Gamec asked if the ditch would be cleaned next year regardless of this project. <br /> <br />Assistant Public Works Director Olson replied the City has received a lot of calls on that. It has <br />taken time to get through the legislative issues and the. transfer of ditch jurisdiction. The ditch <br />cleaning has been on the CIP for a number of years, and staff's thought was that they would not <br />want to go in and rip things up again a couple of years after this project. <br /> <br />Bob Hamborg, t 5755 Traprock Lane NW, questioned if the City is selling City bonds to pay for <br />any of these sewer extensions. <br /> <br />Mayor Gamec replied capital improvement bonds will be utilized, which will be specific for the <br />projccL The cost would be strictly to the users of the sewer and water and from the sewer and <br />water trust fund. <br /> <br />Finance Officer Lund explained revenue bonds would be issued, which would be paid by the <br />utility fund. The trunk charges collected would pay the revenues back on the bonds. She <br />explained when a development occurs a trunk charge for the sewer and water is paid by the <br />developer and is deposited into the sewer and water fund. Those fees would pay back the bonds. <br /> <br />Mr. Zaetsch stated he is confused about whether the project will be Paid by assessments or trunk <br />l?~es.
