which will be located near Fire Station No. 1. Pumphouse No. 4 will be required with <br />construction of the first well. The comprehensive water study identifies the need for a water <br />treatment plant to serve the future water needs of the City. The state has indicated that <br />construction of additional wells after Well Nos. 7 and 8 may not be approved due to regional <br />pressures on the aquifer. They have suggested consideration of a surface water source. Use of a <br />surface water source will require construction of a water treatment plant. The potential location <br />for the water treatment plant is also near Fire Station No. 1. He indicated the pumphouse design <br />should be flexible to allow for integration into the new water treatment plant. The alternative <br />would be to economize the design so that the treatment equipment can be removed and the <br />building demolished to make room for the treatment plant. <br /> <br />Civil Engineer II Linton reviewed the major work steps and proposed fees in the proposal. He <br />explained the proposed cost for construction of Well Nos. 7 and 8, pumphouse 4 and the <br />watermain connection is $1,870,000. The sources for construction funds are identified as 50 <br />percent Water Utility fund and 50 percent Tax Increment Fund No. I for Well No. 7 and 100 <br />percent Water Utility fund for Well No. 8. <br /> <br />Councilmember Elvig inquired about the cost of the pumphouse. <br /> <br />Assistant Public Works Director Olson replied approximately $540,000 was spent on the last <br />pumphouse, which included everything inside of the pump house. Staff had considered <br />constructing a 2 by 4 exterior shell that can be thrown away if it is not needed in the future. He <br />indicated there are examples of what Bolton and Menk has done for treatment facilities, and the <br />structure could be put in such a place that it can be integrated into a water treatment facility. <br /> <br />Councilmember Elvig asked if there would be a security issue if brick is not used for the <br />structure. <br /> <br />Assistant Public Works Director Olson replied staff has not checked with the Department of <br />Health yet. The DNR has indicated there are regional pressures on the aquifer. He thinks they <br />will have a fairly successful Opportunity here. <br /> <br />Councilmember Cook suggested there may be something between 2 by 4's and brick. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to approve the contract <br />with Bolton & Menk, Inc. for the Design and Construction administration services for Water <br />Supply Wells 7 and 8 and associated improvements for the not-to-exceed amount of $77,850. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cookl Olson, and <br />Strommen. Voting No: None.
