Assistant Public Works Director Olson reviewed that the Ramsey Town Center retail areas have
been set up to have the buildings close to the right-of-way lines. The zoning code specifically
requires most buildings to be within 0 - 5 feet of the front lot line to create a more urban look to
the developlnent. He reviewed the proposed policy on Right-of-Way Encroacl'nrtent for
buildings in Ramsey Town Center. He explained the policy allows above ground encroachments
with a permit from the City. Underground encroachments up to one foot are permitted since the
space between the back of curb and the right-of-way line is limited and there are multiple utilities
and i~atures that need to be installed to meet the design guidelines adopted for Rm:nsey Town
C, enter. Aboveground features can be removed if the insurance lapses whereas below ground
features cannot be easily removed.

Councihnember Strommen suggested the policy statement be changed to state "The City of
Ramsey }~a3 wor~ed with ~^ r, ..... ",- ..... ~_,~, ~ ~ r~ seeks to create. "

Motion by Counciimember Cook, seconded by Councilmember Elvig, to approve a Policy on
Right-o f-Way Encroachment for Buildings in Ramsey Town Center.

Further discussion: Mayor Gamec inquired about there being adequate room for plowing
equipment to get through with the encroachments. The EDA reviewed
these changes at its February 16, 2005 meeting and made a formal recommendation, that the City
Council adopt the new language. He reviewed the. suggested changes to the Revolving Loan
Fund guidelines.

Councihnember Elvig noted part of the EDA discussion was the limited fund availability and
revitalizing the fund to get some more growth in the commercial and industrial aspects. He
inquired if outside private funding can be utilized to pool with this fund.

F;eonomic Development Consultant Mulrooney replied tomorrow morning the EDA will look at
another tool to help elevate these fund with others and create a larger loan pool. There is also
some discussion locally with a business that might be participating in financing for the
Revolving Loan Fund and expanding it to a larger degree than it exists today. He noted one
community he is working with has a fund balance of over two million dollars and uses it to
attract industrial development to that city.

Mayor Garnet inquired about the restriction of non-profit institutions from using the funds.

City Council/April 12, 2005

P105
