Councihnember Elvig noted the bid is under the $50,000 amount that actually requires the bids, <br />which provides the City with the latitude of not taking the lowest bid, but the most appropriate <br />bid. <br /> <br />Police Chief Way explained when this is put out for bid the process must be followed, which has <br />been done. It was included in the bids that the City would not necessarily be taking the lowest <br />bid, but the bid that worked best for the.City. <br /> <br />Councilmember Pearson indicated he received a report that shows a fair amount of trouble in the <br />way the sirens were functioning. <br /> <br />Police Chief ~Vay replied that report was sent 6y Central Communications. When he became <br />Police Chief he decided to physically go out and listen to the sirens because he did not believe <br />these reports to be true. The City ended the contract with Central Communications because he <br />did not think they were getting what they were paying for. The thing that matters with the sirens <br />is' that when the button is hit at Central that the siren goes on. <br /> <br />Councilmember Pearson asked if Police Chief Way is confident the sirens are working properly. <br />Police Chief Way responded in the affirmative. <br /> <br />Councilmember Strommen indicated 'Councilmember Pearson's concerns were also discussed <br />during the Finance Committee meeting. Based on Police Chief Way's response the Committee <br />voted to recommend following the staff recommendation to authorize contracted replacement of <br />the outdoor warning sirens be awarded to American Signal Corporation. <br /> <br />3) 2005 Anoka Aquatic Center. Contribution <br /> <br />Councilmember Strommen explained the City has supported the Anoka Aquatic Center with a <br />cash contribution for the past seven years. The funding has been obtained from the Lawfi~l <br />Gambling Fund. The Finance Committee voted to recommend authorization of $4,000 for the <br />Anoka Aquatic Center to be funded from t~he Lawful Gambling Fund. .- <br /> <br />Councilmember Elvig noted Ramsey residents receive a lower user fee at the Aquatic Center. <br /> <br />Mayor Gamec asked if the Lawful Gambling Fund has always been used for this fee. Finance <br />Officer Lund responded in the affirmative. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to ratify the <br />recommendation of the Finance Committee in Cases 1 through 3 and to adopt Resolution//05- <br />04-096 authorizing the transfer of funds from the Council Contingency Fund for the China Sister <br />City Program; to adopt Resolution #05-04-097 authorizing the contracted equipment replacement <br />of two (2) outdoor warning sirens with A~nerican Signal Corporation, per. the tenrts and <br />conditions of the contract, and to adopt Resolution #05-04-098 authorizing $4,000 for the Anoka <br />Aquatic Center to be funded from the Lawful Gambling Fund. <br /> <br />P108 <br /> <br />City Council/April 12, 2005 <br /> Page 28 of 35 <br /> <br /> <br />
