Assistant Public Works Director Olson reviewed that during the summer of 2004 the City <br />received a petition signed by all three residents fronting on the frontage road along TH 47 <br />requesting a paving of the frontage road along TH south of 160'~ Lane. The City Council <br />directed that a feasibility study be prepared on August 10, 2004. The total cost of the work is <br />estimated to be $46,011. The estimated cost of the trail is $7,863, which is to be financed <br />through the City's trail fund. The remaining costs are proposed to be financed in the amount of <br />$19,075 from the City's general fund and a similar amount to be financed through special <br />assessments to the benefited property owners. An estimated assessment of $6,358 would be <br />incurred by each of the three property owners. The discussion at the Public Works Committee <br />was to recommend to the Council to accept the feasibility study and offer a lock on the cost of <br />the assessments to the residents. There was a great deal of discussion about the Marigold Ponds <br />subdivision. The idea was that there would not likely be curb and gutter for this section, unless <br />there were to be sewer and water, which could be brought about by the Marigold Ponds <br />subdivision. The motion of the Public Works Committee was to .recommend that the City <br />Council accept the feasibility study for St. Francis Blvd Frontage Road Improvement Project 05- <br />24 and set a date for the public hearing, and to offer a lock on the cost of the assessments to the <br />residents. <br /> <br />2) <br /> <br />Consider Request by Anoka County Highway Department to Approve <br />Construction Plans for CR 116 Project <br /> <br />Assistant Public Works Director Olson explained Anoka County has requested that the City <br />authorize signature of the final construction plans for CR 116 project. The project would include <br />the signalization of the intersection of CR 116 and Dysprosium Street/Thurston Avenue and the <br />creation of a four lane, divided roadway section between this intersection and TH 47. The <br />Committee received several plan sheets, which illustrate the major design elements of the <br />project. Several significant elements are: <br /> <br />· The project will not be done under traffic, but will be closed to through traffic to facilitate <br /> quicker and less costly construction. <br />· Barium Street (a private roadway into the Mallard Ponds subdivision) will be closed. <br />· A median will be installed from TH 47 to Iodine Street, which will prevent left tums from <br /> streets and private drives throughout the section, except at Dysprosium Street. <br />· A trail section along the north side of CR 116 will be constructed and extended'west to <br /> <br /> · Germanium Street. <br /> <br />Councilmember Cook indicated the discussion of the Committee was that this project' should <br />move forward, but should come back to the Committee to lo0k at the situation with the Mallard <br />Ponds subdivision, as the access will be closed off. <br /> <br />3) <br /> <br />Update on Acquisition of Easements Necessary for Mississippi Drainage <br />Subdistriet 101 <br /> <br />Pl10 <br /> <br />Assistant Public Works Director Otson explained in order to facilitate the second phase of the <br />Mississippi Drainage Subdistrict 101 project a twenty-foot permanent drainage and utility <br /> <br />City Council/April 12, 2005 <br /> Page 30 of 35 <br /> <br /> <br />
