Shade Tree Creek Sketch Plan Review April 29, 2005 2 Grading and Drainage Plans: Grading and drainage plans will need to be provided during the preliminary plat process. Ponding will be required prior to discharge into public water bodies such as the on-site wetlands. A permit from the Lower Rum River Water Management Organization will be required. Streets and Access: The sketch plan proposes to provide a public street, from 177~ Avenue to' service the proposed 16 single family lots, ending in a cul,de-sac. This road must be constructed to the plat boundary on the south. The sketch plan also shows a road to the west, this must follow the dedicated road alignment. Utilities: The new lots are proposed to be served by a common septic system and individual wetls. Staff is recommending that a common well be constructed.- All systems must be designed with the ability to connect to municipal sewer and water in the future. Detailed information on the septic system, including primary and secondary site locations and proposed well locations, must be provided with the preliminary plat submittal. Staff will be working, with you to determine what information is necessary for the submittals of both the on-site and municipal systems. Home Owners Association: A Home Owners' Association (HOA) is required for this development, to manage and maintain the communal septic system.. 'The City will review all HOA documents prior to release of the final plat for recording. The HOA will be required to establish a financial surety-to insure the adequate operation and maintenance of the on site iystem, and the eventual connection to the municipal system when it becomes available. Park Dedication: The sketch plan will' be forwarded to the Park and Recreation Commission. for a recommendation on park dedication. The City has the option for land, cash or a combination thereof, l't is expected that a formal Park Dedication recommendation will occur at the preliminary plat stage. Trail Fee: Trail Fees must be paid for new lots created pr/or to release of the final plat for recording. Sewer and Water Trunk Fee: Payment. of sewer and water trunk fees for the proposed lots must be detailed in the Development Agreement for the .plat and/or in the HOA documents. Stormwater Management Fee: A stormwater management fee must be paid for all new lots being created. The rate in effect at the time of final plat approval must be paid prior to the City's release of the final plat for recording. The Ramsey Planning Commission will be meeting at 7:00 PM on Thursday, May 7, 2005, at the Ramsey Fire Station located at 15050 Armstrong Boulevard, to consider your request for sketch plan review.
