Shade Tree Creek <br />Sketch Plan Review <br />April 29, 2005 <br />2 <br /> <br />Grading and Drainage Plans: Grading and drainage plans will need to be provided during the <br />preliminary plat process. Ponding will be required prior to discharge into public water bodies <br />such as the on-site wetlands. A permit from the Lower Rum River Water Management <br />Organization will be required. <br /> <br />Streets and Access: The sketch plan proposes to provide a public street, from 177~ Avenue to' <br />service the proposed 16 single family lots, ending in a cul,de-sac. This road must be constructed <br />to the plat boundary on the south. The sketch plan also shows a road to the west, this must follow <br />the dedicated road alignment. <br /> <br />Utilities: The new lots are proposed to be served by a common septic system and individual <br />wetls. Staff is recommending that a common well be constructed.- All systems must be designed <br />with the ability to connect to municipal sewer and water in the future. Detailed information on <br />the septic system, including primary and secondary site locations and proposed well locations, <br />must be provided with the preliminary plat submittal. Staff will be working, with you to <br />determine what information is necessary for the submittals of both the on-site and municipal <br />systems. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage and maintain the communal septic system.. 'The City will review all <br />HOA documents prior to release of the final plat for recording. The HOA will be required to <br />establish a financial surety-to insure the adequate operation and maintenance of the on site <br />iystem, and the eventual connection to the municipal system when it becomes available. <br /> <br />Park Dedication: The sketch plan will' be forwarded to the Park and Recreation Commission. for <br />a recommendation on park dedication. The City has the option for land, cash or a combination <br />thereof, l't is expected that a formal Park Dedication recommendation will occur at the <br />preliminary plat stage. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created pr/or to release of the final plat for <br />recording. <br /> <br />Sewer and Water Trunk Fee: Payment. of sewer and water trunk fees for the proposed lots must <br />be detailed in the Development Agreement for the .plat and/or in the HOA documents. <br /> <br />Stormwater Management Fee: A stormwater management fee must be paid for all new lots <br />being created. The rate in effect at the time of final plat approval must be paid prior to the City's <br />release of the final plat for recording. <br /> <br />The Ramsey Planning Commission will be meeting at 7:00 PM on Thursday, May 7, 2005, at the <br />Ramsey Fire Station located at 15050 Armstrong Boulevard, to consider your request for sketch <br />plan review.
