To: <br /> <br />From: <br /> <br />CC: <br /> <br />Date: <br /> <br /> M E M 0 R A <br /> <br />James Norman, City Administrator <br /> <br />Jason J Schmidt, Management Intern <br /> <br />Givonna Reed, Human Resources Manager <br /> <br />April 29, 2005 <br /> <br />City ofEagan's RFP on Organizational Study <br /> <br />N D U M <br /> <br />The City of Eagan's goal on the Organizational Study is "to provide a roadmap on the <br />appropriated organizational model, staffing, and service delivery to best meet the current <br />and future needs of the community, recognizing the constrained fiscal environment in <br />which the City operates." <br /> <br />After the City Parks and Recreation Department Head retired, the City had a hard time <br />filling the position with a qualified applicant. City Officials became concerned with this <br />situation, anticipating the retirement of many other senior managers in the future. The <br />City decided that an Organizational Study could help alleviate the expertise being lost <br />fi'om these retirements and was looking for a succession planning tool that met the city <br />needs for the future. Another area that City Officials were concerned about was the <br />services offered by the City. Ten years ago, the City was growing by substantial <br />numbers, but now the City has become a "maintenance community." <br /> <br />I Jsing a "building from the ground up" approach, the City of Eagan wanted an <br />independent firm to identify the appropriate level or spectrum of City services that should <br />be provided by the City of Eagan currently, as well as five and ten years into the future. <br />The City wants to ensure that it is well positioned for future success. The City of Eagan <br />wanted, recommendations in the following areas: <br /> <br />Identify the appropriate level of services that the City should provide, <br />Identify the most "ideal service delivery model" and organizational structure for <br />the delivery of these services, <br />What changes need to be made for the City to reach the suggested model, <br />Identify the level of services and functions provided by each department and what <br />services can be centralized, decentralized, outsourced, benefited from technology, <br />or made more efficient, <br />identify the costs and savings of any recommendation, and <br />Identify the effect of the changes on customer service. <br /> <br />Along with these recommendations for the proposal, the City of Eagan also requested a <br />profile from the consultant, a work plan, identification of the level of the City staff's <br />participation in the contract, a cost proposal sealed in a separate envelope and an affidavit <br />ol' noncollusion. <br /> <br /> <br />
