Six firms submitted proposals with the following cost proposals: <br /> <br />1) l,'ox Lawson & Associates <br />2) lluman Systems Dynamics Institute <br />3) Springsted Incm33orated <br />4) Virchow, Krause & Company <br />5) Team Works International Inc. <br />6) Public Financial Management <br /> <br />$ 38,000 <br />$ 46,242 <br />$ 51,200 <br />$ 69,695 <br />$ 87,000 <br />$118,000 <br /> <br />Each proposal was evaluated on a 100-point scale. The factors and weighting on which <br />proposals were judged was: <br /> <br />I) Work plan including project schedule 40% <br />2) Quali.fications/experience of personnel working on the project 20-30% <br />3) Expressed understanding of project objectives 10% <br />4) Qualifications/experience of company 10-20% <br />5) Cost Detail 0-20% <br /> <br />All six firms were also brought in for interviews, whom were interviewed by a team of <br />senior management within the City of Eagan. After the interviews, Virchow, Krause & <br />Company stood out from the other five with their knowledge and handling of past <br />organizational studies. Following the selection ofVirchow, Krause & Company, the <br />senior management team was able to negotiate the proposal cost down to $49,995. The <br />preliminary analysis ofVirchow, Krause & Company will be finished by the end of <br />November. <br /> <br />An independent firm was brought in for the review because the City staff lacked expertise <br />and many firms have staff that is specialized in the different areas of the study. In <br />addition, the City felt implementation of new programs and models would be easier if <br />they came fi'om outside. <br /> <br />In the end, the City hopes to have a more effective and efficient management structure <br />that is meeting the needs for future success. <br /> <br /> <br />
