City Code states that outside storage shall be restricted to 10% of the property and shall be <br />surfaced to control dust. The site plan indicates that outside storage of finished pre-cast products <br />is proposed along the eastern boundary line and along the southwest comer of the property. Staff <br />is requesting further calculations to verify that the proposed site plan complies with City Code. <br />The site plan indicates that the outside storage will be surfaced with a granular base, Staff is <br />requesting further clarification as to what type of gravel surface will be used. <br /> <br />The site will derive two (2) access points from newly constructed 143~a Avenue. <br /> <br />City Code requires all driveways and off-street parking areas to be paved and finished with B- <br />6/12 concrete curbing. The site plan indicates that a portion of the property will be surfaced with <br />bituminous pavement. The site plan is proposing that the perimeter of paved area be absent of <br />the required concrete curbing. This is a deviation from City Code and will require City Council <br />approval. The site plan indicates the required curbing around the customer/employee parking <br />area. <br /> <br />The City Engineer is requesting that temporary erosion control measures be taken during <br />construction. <br /> <br />The exterior building materials for the facility are proposed to consist of pre-cast concrete panels <br />and a pre-finished metal cap; this meets City Code requirements established in the BW district. <br />The building elevations are also proposing a metal wall panel portion above the pre-cast concrete <br />panels; metal wall panels are a deviation from City Code and will require City Council approval. <br /> <br />The site plan is proposing a building height of 44-feet, this is a deviation from City Code and <br />will require a variance. The City has received a variance application and the Board of <br />Adjustment will be reviewing the application on May 1, 2001. The Fire Department currently <br />does not have the reach capability over 35-feet. The Fire Chief and the City Administrator will <br />be recommending to the City Council that an aerial ladder track be included in the 2002 capital <br />improvement budget in order to provide higher reach capabilities. It should be noted that he <br />Uniform Building Code will be requiring that the facility be constructed with an automatic <br />sprinkler system. <br /> <br />Screening is being proposed in the form of berming along 143rd Avenue. The site plan is not <br />providing enough information to determine if the berm meets City standards. The City will also <br />be requiring a high quality berm, that meets City standards, along Ebony Street to provide <br />screening of the outside storage area from the adjacent neighbors (Gateway North Industrial Park <br />#5). <br /> <br />The City has drafted a development agreement that is proposing to offer Amcor assistance with <br />site improvements. Amcor has the option to sign the agreement and receive $50,000 dollars of <br />TIF assistance. The assistance will be $10,000 per year starting in 2003 and concluding in 2007 <br />to aid in establishing a high quality berm along 143ra Ave. and Ebony Street. <br /> <br /> <br />
