the effect of the proposed drainage plan on the City owned property and also on <br />surrounding properties. <br /> <br />The development is proposing to derive one access point from 153ra Avenue, no access <br />points will be derived from State Highway #10. Staff sent a copy of the proposed site <br />plan to MnDot for their review and comment since the parcel boarders State Highway <br /># 10 along the southern edge of the boundary line. <br /> <br />Urban Services are not available to the site and the facility is proposed to be served by an <br />on-site septic system. If the comprehensive plan is adopted with a policy statement <br />requiring urban services for commercial development, Staff is recommending that the <br />development permit require connection to urban services within 2 years of availability. <br /> <br />The Landscaping Plan is generally acceptable. The site plan should be revised to include <br />a tree preservation plan. <br /> <br />City Code requires commercial developments to comply with park and trail dedication <br />requirements. The park and recreational trail plan is providing for a pedestrian trail along <br />the southern boundary line of the subject property. It is the City's intention to have the <br />trail on the subject property link to the existing North Fork pedestrian trail.
