CASE <br /> <br />REQUEST TO REZONE PROPERTY FROM B-1 BUSINESS AND R-1 SINGLE <br />FAMILY RESIDENTIAL TO PLANNED UNIT DEVELOPMENT; <br /> CASE OF ROYAL OAKS REALTY, INC. <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Royal Oaks Realty has submitted an application to rezone property located at the southwest <br />comer of CSAH 5 (Nowthen Blvd.) and Dysprosium Street from B-1 Business and R-1 Single <br />Family Residential to Planned Unit Development (P.U.D.). The rezoning would allow the <br />property to be subdivided for 73 single-family lots, 152 townhome units and 82 apartment units. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Proposed Preliminary Plat and Site Plans for the Townhomes and Apartment Building <br />c) Preliminary Plat and Site Plan Review letter dated June 1, 2001 <br />d) Proposed Findings of Fact <br />e) Proposed Ordinance <br /> <br />Notification: <br /> <br />Property owners located within 700 feet were notified of the proposed rezoning. State laW <br />requires that the City notify property owners within 350 feet be notified. <br /> <br />Observations: <br /> <br />The property is 86.71 acres in size and is within the Metropolitan Urban Service Area (MUSA). <br />The preliminary plat accompanying 'the 'application proposes 'to develop 73 single familY homes <br />on the western part of the property, 152 townhomes along Nowthen Blvd., and a 82 unit <br />apartment building for senior citizens along Dysprosium St. The current Comprehensive Plan <br />identifies this ara for commercial and single family development. The March 2001 Draft <br />Comprehensive Plan shows this area as-being High Density Residential along Dysprosium St., <br />Medium Density Residential along Nowthen Blvd. and Low Density Residential on the western <br />part of the property. <br /> <br />The development property is adjacent to property that is predominately surrounded by property <br />that is zoned R-1 Single Family Residential, with the exception of a parcel north of the <br />development property that is zoned R-3 Urban Residential, and a portion of the Flintwood Hills <br />P.U.D. that is adjacent to the southeast portion of the development property. The Lord of Life <br />property lying on the northeast side of Nowthen Blvd. is zoned B-l, Business and the Savannah <br />Oaks Senior Apartment Building on the eastern side of Dysprosium is zoned MR Multi-Family <br /> <br /> <br />
