The applicant is proposing to utilize the existing infrastructure, which consists of a small retail <br />store and an accessory building. The accessory building will facilitate storage of paintball <br />equipment and the retail building will be an area for people to register and purchase any paintball <br />supplies or equipment. In the future Diehard Paintball may desire to utilize the existing <br />miniature golf course since it is. still in' great condition. Diehard Paintball will be utilizing the <br />existing parking lot which should provide enough parking spaces for the number of customers <br />projected. <br /> <br />The applicant is not proposing to construct any permanent structures. The site plan indicates that <br />the paintball course will consist of various barricades that will be constructed out of wood and <br />pallets. It is Staff's understanding that there will. not be any change to the existing grade. The <br />paintball courses will need to be changed frequently to provide variety to customers and <br />therefore constructing permanent structures will not provide Diehard Paintball the flexibility they <br />desire for their customers. <br /> <br />The applicant is proposing to have business hours of 10:00am - 10:00pm Monday thru Friday, <br />8:00am - 10:00pm Saturday and 12:00pm - 10:00pm on Sunday. Brian is estimating <br />approximately 50 - 75 customers Monday thru Friday and 75 - 100 Saturday and Sunday. <br />Before any customers can set foot onto the outdoor paintball course, they must watch a safety <br />video and be issued a safety certification card. <br /> <br />The City granted a conditional use permit to Diamonds Sports Bar for a splat ball course on their <br />property. <br /> <br />Recommendation: <br /> <br />Due to the close proximity of the property to the smart growth site and the property being <br />designated as mixed use in the March 2001 draft comprehensive plan, Staff is under the opinion <br />that the proposed recreational activity is an acceptable interim use for the subject property until <br />the City is in a position to prepare a development plan for the subject property and surrounding <br />area. <br /> <br />Council Action: ' <br /> <br />Motion to recommend that the City Council adopt findings of fact relating to the request for an <br />interim use permit to facilitate an outdoor*paintball course. <br /> <br />-and- <br /> <br />Motion to recommend that City Council approve the request from Diehard Paintball for a interim <br />use permit to facilitate an outdoor paintball course, based on the findings of fact, and adopt a <br />resolution declaring the terms as proposed. <br /> <br /> <br />
