CASE #: <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF PETER KOCISCAK PROPERTY; <br />CASE OF BRIGHT KEYS BUILDING AND DEVELOPMENT CORPORATION <br />By: Principal Planner Patrick Trudgeon <br /> <br />Background: <br /> <br />Dale Runkle of Brightkeys Building and Development Corporation has applied for sketch plan <br />approval to develop 44.16 acres north of Anoka County Highway 116 and west of Ramsey Blvd.. <br />Bright Keys is planning on developing 268 townhouse units and 7 single family lots. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />d) <br /> <br />Site location map <br />Sketch plan <br />Development phasing plan <br />Concept plan development letter submitted by applicant dated June 14, 2001 <br />City Staff Review Letter dated July 5,2001. <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. The property will need to be <br />platted, rezoned, and have a comprehensive plan amendment. Notification will be required when <br />these items are considered. <br /> <br />Observations: <br /> <br />The property is currently zoned I, Industrial. The applicant will be asking for a rezoning of the <br />property to Planned Unit Development (PUD) at the time of preliminary plat review. The March <br />2001 Draft Comprehensive Plan shows this area as being Medium Density and Low Density <br />Residential. The property contains 44.16 acres with 5.3 of these acres classified as wetlands. The <br />sketch plan shows a gross density of 6.25 units per acre. When the wetlands are factored out, the net <br />density for the whole development is 7.11 units per acre. The proposed density exceeds the <br />maximum density of 7 units per acre that the draft Comprehensive Plan calls out for medium density <br />residential areas. In addition, the draft Comprehensive Plan show approximately 16.28 acres of the <br />development property as being designated as low density residential. Under the draft <br />Comprehensive Plan, approximately 227 units (244 with a P.U.D.) would be allowed on the <br />property. The following table compares the allowable density under the March 2001 Draft <br />Comprehensive Plan and what Brightkeys is proposing. <br /> <br />Medium Density 25.58 179 165 <br />Low Density 16.28 48 103 <br /> 65 (with P.U.D.) <br /> <br />As the table shows, Brightkeys is under the density allowed in the proposed Medium Density area, <br />but well over the density allowed in the Low Density area. Staff recommends that the developer <br />redraw the sketch plan to conform to the densities described in the March 2001 Draft Comprehensive <br />Plan. <br /> <br /> <br />
