The March 2001 Draft Comprehensive Plan shows the Lord of Life Church property with three future <br />land use classifications; Public/Quasi Public, Low Density Residential, and High Density Residential. <br />The following table shows that the Lord of Life Church property would be able to develop about 180 <br />total housing units based on the March 2001 Draft Comprehensive Plan. <br /> <br />Area in Acres 22.31 5.68 14.52 42.51 <br />Wetlands 0 0 3.63 3.63 <br />Net Area 22.31 5.68 10.89 38.88 <br />Maxim u m NA 3 15 NA <br />Density <br /> <br />The apathnent building will be located east of the existing church facility and west of Hwy. 47. To the <br />north is the Katnis property (which is shown to be developed as medium density residential in the <br />future). To the south of the proposed apartment buildings is land owned by the Lord of Life Church <br />and proposed to be the Life Memorial Gardens. <br /> <br />The Lord of Life Church currently has two accesses to CSAH 5 (Nowthen Blvd.). These accesses will <br />remain, with the most northern apartment building receiving access through an existing access. The <br />second building is proposed to have an access directly on State Hwy. 47. This proposed access is <br />south of an existing driveway serving a single family residence on the property. This access will need <br />to receive a permit from MnDOT prior to the second unit.being built. Once the Kamis property to the <br />north is developed, the Lord of Life property will be required to connect to the road network on the <br />Kamis property. Lord of Life will be responsible for the cost of construction of access at the time it is <br />needed. <br /> <br />Recommendation: <br /> <br />City Staff recommends sketch plan approval. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council approve the final plat of the Lord of Life development. <br /> <br />PC: 09/04/01 <br /> <br /> <br />
