site plan does not comply with the 30% impervious surface restriction and a variance would be <br />required. The variance would have to be certified by DNR and in past similar cases, extra <br />ordinary means of on-site water retention and treatment have been required before the runoff is <br />discharged to the Mississippi Kiver. The City Engineers have also made some recommendations <br />for increased access and driveway widths. These modification will increase the amount of <br />impervious surface to a point where the plan no longer complies with the 50% open space criteria <br />of the Critical Area Plan. If this project is approved as currently proposed, 14.6 units per acre <br />would be one of the .highest density developments in Ramsey to date (comparable to the <br />Savannah Oaks senior ~artment building). This conflicts with yet another criteria of the Critical <br />Area Plan - to minimize density in this overlay district. <br /> <br />Recommendation: <br /> <br />City Staff recommends denial of the rezoning request for the following reasons: a) A rezoning <br />to Planned Unit Development prior to developing an acceptable preliminary site plan with <br />respect to density allowed, open space, park dedication review, landscaping, grading and <br />drainage is not permitted; and b) the site is designated _for commercial uses in the current <br />Comprehensive Plan, March 2001 draft Comprehensive Plan and in the draft Concept Plan for <br />the Highway #10 Corridor. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council adopt Findings of Fact relating to a request from <br />Chirs Bulow to rezone certain property from B-3 Highway Business to Planned Unit <br />Development. <br /> <br />-and- <br /> <br />Motion to recommend that the City Council deny the rezoning request by Chirs Bulow to rezone <br />a parcel from B-3 Highway Business to Planned Unit Development. <br /> <br />-or- <br /> <br />Motion to recommend that the City Council approve Chris Bulow's request to rezone property <br />from B-3 Highway Business to Planned Unit Development. <br /> <br />Reviewed by: <br />Principal Planner <br />Community Development Assistant <br />Community Development Assistant <br /> <br />Copies to: <br />City Attorney <br />City Administrator <br />DNR <br /> <br />PC: 10/04/01 <br /> <br /> <br />
