CASE #

DISCUSSION REGARDING PUBLIC VERSUS PRIVATE STREETS'
By: City Engineer Brian Olson

Background:

There has been a lot of discussion over the past few months regarding the use of private
streets and whether or not we should allow tem. A list of advantages and disadvantages
along with a history of the use of private streets were discussed at the City Council Public
Works Committee meeting on August 21, 2001. A copy of the Staff Report and the draft
minutes of the meeting are enclosed for your information.

Observations:

The consensus of the Public Works Committee was that the .main road through the
development absolutely needs to be public and built to City standards. There was some
discussion on allowing the use of "street-like" driveways for townhome developments.
Other issues such as maintenance, police protection, setbacks, and performance standards
were discussed.

Recommendation:

The Public Works Committee recommended that the issue be brought to the Planning
Commission for a recommendation on their use. City Engineer Brian Olson will be
present at the meeting to facilitate the discussion.

Commission Action:

Will be based on your discussion.

Review Checklist:
Community Development Director

PC:
