The site plan is proposing a public street through the development that will connect to a private <br />street located on the Lord of Life property. The private street located on the Lord of Life <br />property will contain a public access easement that provides public access. The site plan is <br />proposing private streets through the development as access points from the townhome units to <br />the public street which then provides access to Sunwood Drive. The City will be requesting that <br />the private access drives also provide for a public access easement. <br /> <br />The City Engineer has made some preliminary grading and drainage comments, however a <br />detailed drainage and grading plan will be addressed during the preliminary plat of Ramsey <br />Lodges. The project is subject to the review and permitting process of the Lower Rum River <br />Watershed Management Organization (WMO). The development will be required to obtain a <br />permit from MnDot showing the post and pre development calculations to review any impact on <br />State Highway #47 right-of-way. <br /> <br />Staff is requesting further information regarding the landscaping plan. The site plan needs to be <br />revised to include a trail along the western boundary line, a ball field that will serve the Solstice <br />Park. The applicant will also need to submit a tree preservation plan demonstrating conservation <br />of a reasonable amount of coniferous trees located on the property. Staff is also recommending <br />that the applicant discuss a cooperative landscaping plan along the southern boundary line with <br />the Lord of Life property. The outstanding landscaping issues will be address before the site <br />plan is reviewed before the City Council. <br /> <br />Recommendation: <br /> <br />The site plan contains several outstanding issues and additional information needs to be provided <br />in order for Staff to be able to determine if City requirements have been complied with. The <br />applicant has stated reluctance to spend money on revisions to the site plan until the Planning <br />Commission and City Council has reviewed their proposals for a land use change from <br />commercial to residential. Therefore, it is Staffs recommendation that the site plan be tabled. <br />The developer will be able to gain their requested direction through the comprehensive plan, <br />rezoning, and sketch plan review conducted by the Planning Commission and City Council. <br />When the City has received a site plan that provides the requested information and establishes <br />the determined density on the property, Staff will be able to bring the site plan back to the <br />Planning Commission for their full review. <br /> <br />Commission Action: <br /> <br />Based on your discussion. <br /> <br />PC: 11/05/01 <br />Review Checklist: <br />Community Development Director <br />Principal Planner <br />City Administrator <br />City Engineer(s) <br />Building Inspections. <br /> <br /> <br />
