CASE #:

REQUEST FOR SKETCH PLAN REVIEW OF RIVER PINES 5TH ADDITION;
CASE OF OAKWOOD LAND DEVELOPMENT, INC.
By: Community Development Director Sylvia Frolik

Background:

Oakwood Land Development has submitted an application fo the City for a subdivison to be named
River Pines 5th Addition. The property is located on the west side of T.H. #47, immediately north of
the existing Apple Ridge/River Pines neighborhood. The Planning Commission reviewed a sketch
plan in September that proposed to subdivide the property into 13 single family residential lots with
urban services and it was unclear whether the plat acreage included the existing homestead to the
east, and if it didn't, should future public access to the east also be a consideration. The Planning
Commission tabled approval of the sketch plan and recommended that the Developer provide
options for future public access to the north and verify the status of the existing homestead.

The following items are enclosed:

a)
b)
c)
d)
e)'

Site location map
Original Sketch Plan dated June 22, 2001
Planning Commission meeting minutes dated September 10, 2001
Revised Sketch Plan dated October 18, 2001
City Staff Review Letter dated November 2, 2001

Notification:

Public hearings are not required at the sketch plan stage of a subdivision. However, there is also a
request for rezoning and a comprehensive plan amendment associated with this project and they do
require public hearings. Therefore, area property owners were made aware of the project because of
the September public, hearing notices distributed in regards to'the rezoning and comprehensive plan
amendment.

Observations:

The property is currently zoned R-1 Rural Residential and at the September meet, the Planning
Commission recommended that City Council approve a rezoning to R-1 Urban Residential to
facilitate development of the property with municipal water and sanitary sewer. The Planning
Commission also recommended that City Council approve an amendment to the Comprehensive
Plan to expand the Metropolitan Urban Service Area boundary to include the subject property.

The plat area is 9.7 acres. The property owner of the homestead adjacent to T.H. #47 is joining in
the plat and the number of lots have increased from 13 to 18. The gross density reflected in the
sketch plan is 1.9 units per acre.
