CASE #: ~

RAMSEY COMPREHENSIVE PLAN
HIGHWAY 10 INDUSTRIAL DEVELOPMENT
By: Principal Planner Patrick Trudgeon

Background:

The City Council discussed in a facilitator lead work session the possibility of designating some
land south of Highway 10 from Places to Shop to Places to Work. The City Council directed
Staff to discuss the land use change with the EDA and Planning Commission.

The following item is enclosed:

Map showing locations proposed to be changed from Places to Shop to Places to Work.

Observations:

The area in question is located near the border between Anoka and Ramsey and has a variety of
land uses. Staff feels that the area is a prime location for redevelopment. The March 2001 Draft
of the Comprehensive Plan designates this area as Places to Shop. Staff believes that the
southern side of Hwy. 10 is not the most suitable for commercial development since it is not
convenient for "driving home" traffic. More specifically, the area in question has poor access
that will make it difficult to fully realize its development potential. Staff feels that this area has a
better chance of being redeveloped if it designated as "Places to Work" in the Ramsey
Comprehensive Plan.

Recommendation:

The EDA discussed the issue at their November meeting and recommend that the Planning
Commission make a recommendation to the City Council to designated land south of Highway
# 10, as shown on the attached map, to "Places to Work" in the Ramsey Comprehensive Plan.

Commission Action:

Will be based on your discussion.

Review Checklist:

City Administrator
Community Development Director
Community Development Assistant

PC: 11/05/01
