The site plan is proposing private streets through the development as access points from the <br />townhome units to the public street which intern provides access to Sunwood Drive. <br /> <br />The Park and Recreation Commission reviewed the sketch plan on November 15, 2001. They <br />directed staff and the developer to continue to work together on a park layout and landscaping <br />design and bring a revised plan back to them at their December 13,2001 meeting. <br /> <br />A detailed drainage and grading plan will be addressed during the preliminary plat of Ramsey <br />Lodges. The project is subject to the review and permitting process of the Lower Rum River <br />Watershed Management Organization (WMO). The development will be required to obtain a <br />permit from MnDot showing the post and pre development calculations in order to review any <br />impact on State Highway #47 right-of-way. <br /> <br />MnDot submitted a letter dated November 13, 2001, a comment was made in regard to the <br />development being located along State Highway #47. It is MnDot's opinion that noise levels <br />along State Highway #47 could exceed noise level standards established by the MPCA and <br />therefore they are recommending that sound mitigation measures be taken. The City will be <br />requiring that the development include a sound wall located along State Highway #47 to. alleviate <br />any future complaints regarding noise levels of traffic on the highway. <br /> <br />The Planning Commission met on November 5, 200 t to review the site plan. Due to outstanding <br />issues the Commission tabled the site plan. Subsequent to the Planning Commission meeting, <br />the applicant submitted a site plan that provides Staff with the information requested in order to <br />complete a review on the proposed development. <br /> <br />Recommendation: <br /> <br />Staff is recommending site plan approval contingent upon compliance with City Staff review <br />letter dated November 30, 2001. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council approve/deny the site plan for Birch Hill Lodges <br />contingent upon compliance with City Staff review letter dated November 30, 2001. <br /> <br />PC: 12/04/01 <br />Review Checklist: <br />Community Development Director <br />Principal Planner <br />City Administrator <br />City Engineer(s) <br />Building Inspectors <br /> <br /> <br />
