CASE #: <br /> <br /> RAMSEY COMPREHENSIVE PLAN <br /> PUBLIC HEARING DATES <br />By: Principal Planner Patrick Trudgeon <br /> <br />Background: <br /> <br />For the past six months, the City Council has met with Larry Bakken, a facilitator, to try to reach <br />consensus about the Comprehensive Plan. The Council held the last meeting with the facilitator on <br />November 26, 2001. At their November 27, 2001 meeting, the City Council referred a revised <br />Comprehensive Plan to the Planning Commission for review and requested that they hold a joint <br />public hearing with the City Council. <br /> <br />Observations: <br /> <br />Under State Statute 462.355(2), the Planning Commission is required to hold a public hearing <br />prior to adoption of a Comprehensive Plan or an amendment to a Comprehensive Plan. The <br />current Comprehensive Planning process began in 1997. Througout 1998 and 1999, focus groups <br />were held with community members to gather input on how Ramsey should grow over the next <br />twenty years. During that time, the plan has gone through several drafts, with the most recent <br />being the March 2001 Draft. The Planning Commission has previously held two public hearing <br />regarding the Comprehensive Plan, one in 1999 and one on Iune 21, 2001. City Attorney Bill <br />Goodrich has indicated that since there has been significant changes in the draft since the June <br />public hearing, a new public hearing is necessary. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Planning Commission hold an "informal" public hearing, where staff <br />and commissioners will be at stations to discuss the details of the Comprehensive Plan one-on-one <br />with residents. As you may recall, the Planning Commission has done this for the two previous <br />public hearings. Staff feels this is a better way to disseminate the information contained in the <br />nearly 150 page Comprehensive Plan. Staff feels that individual residents are able to receive more <br />information and clarification of issues that are important to them by talking individually to City <br />staff members and Planning Commissioners at the different stations. <br /> <br />Staff recommends that the Planning Commission hold the public hearing on an evening different <br />from a regular Planning Commission meeting. Suggested dates are January 14th, 16th, 17t~, 23rd, <br />24th, 28~, 29th, 30~, or 31st. Suggested times for the public hearing are from 6:00 p.m. to 9:00 p.m. <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Community Development Director <br /> <br />PC: 12/04/01 <br /> <br /> <br />
