Community Development Director Frolik stated the City will readvertise the public hearing for <br />the next meeting. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #4: <br /> <br />Request for Sketch Plan Review of a Minor Subdivision, Sunfish Commons; <br />Case of Sunfish Properties, L.L.C. <br /> <br />Principal Planner Trudgeon explained that Sunfish Properties, L.L.C. is proposing to redevelop <br />the property located at the northwest comer of the intersection of State Highway 10 and CSAH <br />57 (Sunfish Lake Boulevard). The property proposed to be subdivided is 5.45 acres and <br />currently has McKay Auto Sales operating from it. The developer is proposing to divide the <br />existing lots into two new commercial lots. Lot 1 is proposed to eventually contain a retail <br />center and is 3.80 acres in size. Lot 2 is planned to be used as a convenience gas station and is <br />1.65 acres in size. The proposed parcels meet the half-acre minimum lot size requirement, the <br />100-foot width, and 150-foot depth requirement established in the B-3 Business District. He <br />advised that currently, the property has three accesses from Sunfish Lake Boulevard and one <br />access from Highway 10. The sketch plan is showing three accesses to the two sites. One will <br />be located on CSAH 57 (Sunfish Lake Boulevard) and two are proposed to be located on <br />Highway 10. Mn/DOT and Anoka County have been notified of these accesses and their <br />comments will be addressed in the site plan review for the two lots. All other frontage along <br />State Highway #10 shall be dedicated to the State of Minnesota on the final plat. Principal <br />Planner Trudgeon noted that the proposal for the future service road along the northern boundary <br />of the site is supported by staff. A provision will be placed in the development agreement <br />requiring future dedication of the area as a roadway to the City. In the meantime, the City will <br />require that the future roadway be preserved as a drainage/utility easement. The site will be <br />serviced by municipal sewer and water facilities. He noted that as a result of the subdivision, the <br />developer will be responsible for park dedication requirements for each lot. The Park and <br />Recreation Commission will be meeting on April 12, 2001 to discuss this minor subdivision and <br />will make a recommendation at that time. During the site plan process, off-street parking, <br />structure setbacks, accesses, grading, landscaping, and architectural standards will be reviewed. <br />City staff recommends approval of the sketch plan contingent upon compliance with City staff <br />review letter dated March 29, 2001. <br /> <br />Chairperson Nixt asked if this site has some areas of suspect drainage. He noted Lot 1 has an <br />area designated as a storm water drainage pond and asked what drainage easements are needed <br />should it be split into two lots in the future. <br /> <br />Jim Winkel, representing the applicant, stated they plan to have appropriate drainage easements <br />to accommodate all drainage, accumulate water on site, bring water around the building, provide <br />filtration, and then drain to Sunfish. He stated that when the property on the east develops, <br />appropriate drainage easements will be in place. <br /> <br />City Engineer Jankowski noted the location of the drainage easements as identified on the site <br />plan. He stated the two properties to the west will likely need some type of drainage relief at <br />some point in the future and this pond and pipe plan will allow those properties to develop <br /> <br />Planning Commission/April 3, 2001 <br /> Page 10 of 18 <br /> <br /> <br />
