He stated the City would like to <br />have the sanitary sewer extended all the way to the property line so it can be extended to the west <br />and the water line along the Highway #10 side so it has better access to the Fire Department <br />should there be an emergency. <br /> <br />Mr. Winkel stated they have responded to that issue and will relocate the water line and add a fire <br />hydrant. With the sewer, he stated they would prefer to provide an easement but not construct it <br />to the boundary of the property until such time as the service road is actually constructed. <br /> <br />City Engineer Jankowski stated he would prefer to have the sewer installed now; doing so later <br />would disrupt businesses that are in operation. Also, it would be simpler to extend the sewer <br />from the north than from the comer which is congested with utilities. <br /> <br />Mr. Winkel used a larger scale site plan to review the location of the water line, location of two <br />fire hydrants, location of the future service road, and staff's recommended location for the <br />sanitary sewer line. He noted the location they would like to extend the sanitary sewer to with <br />the understanding it would be extended in the future when the service road is constructed. Mr. <br />Winkel noted the area where the water will be collected with catch basins, routed via pipes to the <br />drainage pond, and then routed to Sunfish. He stated the pond is sized to accommodate water <br />from this entire site. <br /> <br />Chairperson Nixt asked about the anticipated timing to extend the frontage road. <br /> <br />City Engineer Jankowski stated he is unaware of what is going on with the mobile home park <br />and does not know how long it will exist. He stated if agreements are in place, the sanitary sewer <br />can be extended in the future as long as it is understood who is paying the cost and the needed <br />easements are in place. <br /> <br />Chairperson Nixt asked how the service road area will be treated at this time. <br /> <br />Mr. Winkel stated it will remain as green space. <br /> <br />Chairperson Nixt stated if the appropriate easements are acquired and the development <br />agreement addresses at whose expense, it would seem reasonable to him to consider construction <br />of the sanitary sewer when the service road is constructed. He stated there may be other issues <br />but it seems like this would be a large expense to assume at this time. <br /> <br />City Engineer Jankowski suggested the mobile home park be asked if they are interested in <br />receiving water and sewer service. <br /> <br />Chairperson Nixt noted that type of provision could be included in the development agreement. <br />He stated that he is inclined to recommend approval of the sketch plan at this time. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to approve the sketch plan for <br />Sunfish Commons and recommend that the City Council grant final plat approval contingent <br />upon compliance with City Staff review letter dated March 29, 2001. <br /> <br />Planning Commission/April 3, 2001 <br /> Page 11 of 18 <br /> <br /> <br />
