Chairperson Nixt noted there are access rights to Highway #10 and Mn/DOT has preliminary <br />indicated a willingness to provide at least one. <br /> <br />Principal Planner Trudgeon noted the applicant is requesting an additional access from Mn/DOT <br />but they are not required to provide a second access. He stated that he thinks a solution can be <br />found. <br /> <br />Chairperson Nixt asked if one access is sufficiently distant from the intersection to provide a <br />reasonable deceleration and acceleration lanes. <br /> <br />Principal Planner Trudgeon stated Mn/DOT has indicated they do not care for the location of the <br />current access so he believes something will be worked out to relocate it. <br /> <br />Chairperson Nixt stated he does not like the location of the far western access and would <br />recommend it be removed. <br /> <br />Mr. Winkel stated the distance from the intersection to the existing access is about 350 feet so <br />moving it half-way in-between would add 150 feet or equal about 500 feet from the intersection. <br />He noted the access would be 150 to 200 feet to the mobile home property line. He stated they <br />can get an adequate turn lane as indicated and moving it farther west will make it even longer. <br /> <br />Chairperson Nixt asked if Mn/DOT has standards to meet. <br /> <br />Principal Planner Trudgeon stated they do have standards and the response from Mn/DOT will <br />probably indicate what they are. <br /> <br />Chairperson Nixt restated that he does not like the access on the western side and would leave it <br />up to Mn/DOT and the applicant to determine the appropriate location for an access. He stated <br />he likes the site layout and believes it will tremendously improve the comer lot. <br /> <br />Motion by Commissioner Reeve, seconded by Chairperson Nixt, to recommend that the City <br />Council grant approval of the proposed site plan for a retail center contingent upon compliance <br />with City Staff Review Letter dated March 30, 2001, and receiving a variance from the <br />impervious surface restrictions from the Board of Adjustment, contingent upon satisfactory <br />resolution with Mn/DOT on the location of one access off Highway #10 serving the property <br />with appropriate easements between Lots 1 and 2 should Mn/DOT request the relocation of the <br />access. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Reeve, Kociscak, Watson, and <br />Wivoda. Voting No: None. Absent: Commissioner Johnson. <br /> <br />Case #7: Request for Sketch Plan Review of Nordvik Addition; Case of Derek Nordvik <br /> <br />Community Development Director Frolik explained that Derek Nordvik has submitted a <br />subdivision application to split his 5.4 acre homestead into two lots. He intends to build a home <br />for his mother on the new lot created.
