Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:30
p.m.

Chairperson Nixt stated his concern that this location is predominantly residential and the
equipment building is of a substantial size. He asked about the uniqueness of this location that
requires equipment structure of this size as opposed to other locations that are not of this
magnitude.

Mr. Nelson stated until six weeks to eight weeks ago, Verizon Communications used a 12 foot
by 20 foot equipment structure, as had other companies. The additional 10 feet is designed to
incorporate an on-site generator to keep the site from going down should there be a power
failure. He advised that Verizon has determined that for all future sites, they will be asking for a
larger sized building to accommodate that generator

Chairperson Nixt asked if this is a corporate decision or as a result of contractual obligations that
require maintaining readiness at these sites.

Mr. Nelson stated he is unable to answer that question but knows it is critical in the business of
cellular communications to keep all sites operational.

Chairperson Nixt noted this would be a fairly large structure for the City to construct and
maintain should them be a total of three co-locators at this site.

Mr. Nelson explained that the current equipment needed will not fill this building, but Verizon is
not interested in constructing a building that needs to be expanded to handle on-going changes in
technology.

Commissioner Kociscak asked what the tower base measures.

Mr. Nelson stated the old tower base is 30 feet in diameter. He pointed out that the proposed
placement of the building is east/west perpendicular to the tower base.

Commissioner Kociscak asked what the height of the building is.

Mr. Nelson answered it is ten feet high.

Commissioner Wivoda inquired regarding the appropriate action since the City Council is
studying this issue.

Chairperson Nixt suggested consideration include additional conditions such as relocation to a
City structure. He stated it is nice to see the applicant is willing to provide screening to this
extent but he would like staff to assure it would not be impacted by another building.

Planning Commission/April 3, 2001
