Absent: Commissioners Johnson and Reeve tO,2.& ctt'r'('~er's,~,-,, ,Ad t'X'/'- <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council continuation regular meeting minutes dated March 20, 2001 <br />2) City Council work session meeting minutes dated March 27, 2001 <br />3) City Council regular meeting minutes dated March 27, 2001 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #4: Request for Site Plan Review of Amcor Precast; Case of Amcor Precast <br /> <br />Community Development Assistant Wald stated that the City of Ramsey has received a request <br />for site plan review from Amcor Precast. The site plan is proposing to construct an addition to <br />the existing office and warehouse facility. The area is located at 6640 Industry Avenue. The site <br />is approximately 19.79 acres in size and is zoned Business/Warehouse. Amcor is currently <br />operating on the site and is considered a permitted use. The site plan is proposing to construct a <br />37,546 square foot manufacturing addition and a 5,824 square foot office addition to the existing <br />16,470 square foot manufacturing/office structure. The project area will also include outside <br />storage of finished pre-cast products. The facility exceeds the front yard, rear yard, and side yard <br />setbacks established in the BW district. However, the site plan is deficient of the 20-foot green <br />space requirement along public roads. Staff is requesting a revised site plan to show the 20-foot <br />green space requirement. The Business Warehouse district restricts lot coverage to 35 percent, <br />the site plan is proposing a total building coverage of 59,840 square feet (this includes existing <br />and proposed) on 19.79 acres, which equates to approximately a 7 percent lot coverage. City <br />Code states that outside storage shall be restricted to 10 percent of the property and shall be <br />surfaced to control dust. The site plan indicates that outside storage of finished pre-cast products <br />is proposed along the eastern boundary line and along the southwest comer of the property. Staff <br />is requesting further calculations to verify that the proposed site plan complies with City Code. <br />The site plan indicates that the outside storage will be surfaced with a granular base, staff is <br />requesting further clarification as to what type of gravel surface will be used. The site will derive <br />two access points from newly constructed 143rd Avenue. City Code requires all driveways and <br />off-street parking areas to be paved and finished with B-6/12 concrete curbing. The site plan <br />indicates that a portion of the property will be surfaced with bituminous pavement. The site plan <br />is proposing that the perimeter of paved area be absent of the required concrete curbing. This is a <br />deviation from City Code and will require City Council approval. The site plan indicates the <br />required curbing around the customer/employee parking area. The City Engineer is requesting <br />that temporary erosion control measures be taken during construction.
