materials for the facility are proposed to consist of pre-east concrete panels and a pre-finished <br />metal cap; this meets City Code requirements established in the BW district. The building <br />elevations are also proposing a metal wall panel portion above the pre-cast concrete panels; <br />metal wall panels are a deviation from City Code and will require City Council approval.. The <br />site plan is proposing a building height of 44-feet, this is a deviation from City Code and would <br />require a variance. The City received a variance application, which the Board of Adjustment <br />denied due to the fact that the City Fire Department does not have the reach capability over 35- <br />feet. The Fire Chief and the City Administrator will be recommending to the City Council that <br />an aerial ladder truck be included in the 2002 capital improvement budget in order to provide <br />higher reach capabilities. It was also noted that the Uniform Building Code will be requiring that <br />the facility be constructed with an automatic sprinkler system. Screening is being proposed in <br />the form of berming along 143rd Avenue. The site plan is not providing enough information to <br />determine if the berm meets City standards. The City will also be requiring a high quality berm, <br />that meets City standards, along Ebony Street to provide screening of the outside storage area <br />from the adjacent neighbors (Gateway North Industrial Park #5). The City has drafted a <br />development agreement that is proposing to offer Amcor assistance with site improvements. <br />Amcor has the option to sign the agreement and receive $50,000 of TIF assistance. The <br />assistance will be $10,000 per year starting in 2003 and concluding in 2007 to aid in establishing <br />a high quality berm along 143rd Avenue and Ebony Street. The landscaping plan does not meet <br />minimum requirements and staff is requesting a revised landscaping plan. The facility will be <br />hooking up to municipal services. The site plan is absent of a lighting plan. If the facility is <br />proposing to have additional lighting, a lighting plan will need to be submitted and is subject to <br />the City Engineer approval. Staff recommended approval of the site plan contingent upon <br />compliance with City staff review letter dated April 27, 2001 and that the City include an aerial <br />ladder truck in the 2002 capital improvement budget. <br /> <br />Vice-Chairperson Kociscak inquired since the Board of Adjustment denied Amcor's variance <br />request can the Planning Commission still approve or deny the site plan. <br /> <br />Community Development Director Frolik replied yes, explaining that the site plan approval <br />should be contingent upon Amcor resolving the 35 foot height restriction issue. <br /> <br />Vice-Chairperson Kociscak inquired if Amcor would proceed with their plans if they are required <br />to meet the 35 foot height restriction requirement. <br /> <br />Craig Miller, Amcor Precast, replied that they would not be able to produce their project if they <br />are forced to comply with the 35 foot height restriction. <br /> <br />Director of Public Works/Fire Chief Kapler stated that he would be-willing to work with Amcor <br />on the issue. <br /> <br />Mr. Miller stated that City has granted variances to buildings that could create more hazard than <br />what Amcor is proposing. <br /> <br />Planning Commission/May 1, 2001 <br /> Page 3 of 14 <br /> <br /> <br />
