the property. Staff also observed that Mr. Stickney uses the accessory buildings for cars that he <br />collects and other various hobby equipment and materials that he works on. Mr. Stickney would <br />like to replace an existing blighted 40 x 40 (1,600 square feet) accessory building with a 50 x 30 <br />(1,500 square feet) accessory building. This is a 100 square foot reduction in accessory building <br />area on the property, however the number of buildings will remain at ten. Mr. Stickney's <br />property is heavily wooded and the accessory buildings are strategically located on the property <br />as to not detract from the character of the area. Due to the line of trees along 173rd Avenue, most <br />of the accessory buildings are not visible from the public road. It was staff's opinion that by <br />approving the conditional use permit to exceed the number of accessory buildings and square <br />footage restrictions would not adversely impact the character of the area. <br /> <br />Citizen Input <br /> <br />Mr. Stickney, 7956 163rd Avenue, Ramsey, stated that he moved into the property in 1956 and <br />built accessory structures in 1960 or 1961. Typically he would have cleaned the snow off the <br />roof of the building, but this winter he had open heart surgery so was unable to do so. A lot of <br />the stuff that was in the building was destroyed when the roof collapsed, but he wants the new <br />building to place the stuff he can salvage. <br /> <br />Aaron Hinton, 17200 Bison St. NW, stated that he lives directly south of his property and has not <br />objection to the additional accessory structure being built. <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Watson, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Vice-Chairperson Kociscak, Commissioners Wivoda, Watson, and <br />Sweet. Voting No: None. Absent: Commissioners Johnson and Reeve. <br /> <br />The public hearing closed at 8:03 p.m. <br /> <br />Commission Business <br /> <br />Chairperson2~ galled the regular meeting of the Planning Commission back to order at 8:03 <br /> <br />p.m. <br /> <br />Commissioner Watson stated that he viewed the property and the property is very heavily <br />wooded making it difficult to see the structures from the road. <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Watson, to recommend that City <br />Council adopt Findings of Fact relating to Mr. Stickney's request for a conditional use permit to <br />exceed the number of accessory buildings on a property and the accessory building square <br />footage restrictions established in City Code. <br /> <br />Planning Commission/May 1, 2001 <br /> Page 5 of 14 <br /> <br /> <br />
