Jim Gilbertson, stated that everything used to be rural and now everybody is moving out and <br />everyone has to fight about everything. He questioned where the City was going. <br /> <br />Dan Schafer, 5809 142"a Avenue, Ramsey, stated that his concern has to do with the peninsula. <br />He stated that he did not think it would be possible to save the trees as part of the development. <br />There is not a lot of green space being proposed along the walking trails. He also inquired as to <br />how much run-off is going to be lost into the pond because of the drainage ponds that will be <br />constructed. He expressed concern that the water level will drop in the existing wetlands. The <br />other main concern he had with the development was the increase in traffic. He stated that there <br />is already a lot of traffic along Dysprosium because it is the fastest route to Highway #10. <br /> <br />A resident suggested that the number of lots on the peninsula be reduced to four and that the <br />wetland lots should be a minimum of ~A acre in size and be custom built lots with a minimum <br />value requirement on those lots. <br /> <br />Principal Planner Trudgeon noted that letters were received from Therese L. Thieschafer, <br />Windemere Woods, and Randy and Kristine Dubiel, 5641 146t~ Avenue NW, Ramsey, <br />expressing their concerns with the development. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, Reeve, <br />Sweet, and Watson. Voting No: None. <br /> <br />The public hearing closed at 9:22 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:22 <br />p.m. <br /> <br />Mr. Corkle noted that the traffic consultant does not work for the developer, but works for the <br />City. He reviewed how the trip generation is figured. <br /> <br />Commissioner Johnson stated that there is a lot of concern about Dysprosium Street and inquired <br />what Mr. Corkle's general impression was as to whether the volume of traffic is reasonable on <br />Dysprosium Street considering the neighborhood that exists. <br /> <br />Mr. Corkle replied that Dysprosium is a collector roadway and an MSA road. If state aid funds <br />have been used to build the roadway the City might be required to pay those funds back if they <br />removed the designation. <br /> <br />Commissioner Johnson inquired if it would be fair to say that there is a high volume of traffic <br />along Dysprosium Street considering the neighborhood. <br /> <br />Planning Commission/June 5, 2001 <br /> Page 14 of 28 <br /> <br /> <br />
