Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that the <br />City Council approve the proposed site plan for a multi-tenant office and warehouse building <br />contingent upon compliance with City staff review letter dated June 1,2001. <br /> <br />Motion Carried. Voting No: None. <br /> <br />Case #6: Request for Site Plan Review; Case of SW Wold: North Pine Office <br /> <br />Community Development Assistant Wald stated that SW Wold is proposing to construct a <br />12,335 square foot multi-tenant office building on the property generally located at the <br />intersection of 153rd Avenue and State Highway #10. The office facility will consist of two <br />levels, the first floor will be 9,379 square feet in size and the second floor will contain 2,956 <br />square feet for a total office building area of 12,335 square feet. The proposed building exceeds <br />the required front, rear and side yard setbacks established in the B-1 Business District. City <br />Code restricts lot coverage to 35% of the lot area; the site plan is proposing a 16% lot coverage. <br />In accordance with City Code, all driveways, off-street parking and maneuvering areas are <br />proposed to be surfaced with bituminous pavement and finished with B-6/12 concrete curbing. <br />The site plan is proposing 62 customer and employee parking stalls, which exceeds city code <br />requirements. The building elevation plan indicates that the exterior wall materials will consist <br />of rock face concrete block and vinyl siding. The proposed concrete block should be integrally <br />treated with color. The proposed vinyl siding is a deviation from city code and will require City <br />Council 'approval. The grading plan is proposing to excavate and utilize City owned property <br />located to the north of the subject property. The proposed drainage plan would be maximizing <br />the ponding capacity on City property and therefore limiting future development's drainage <br />options. Staff is requesting pre and post development capacity calculations to determine the <br />effect of the proposed drainage plan on the City owned property and also on surrounding <br />properties. The development is proposing to derive one access point from 153ra Avenue, no <br />access points will be derived from State Highway #10. Urban Services are not available to the <br />site and the facility is proposed to be served by an on-site septic system. Staff is recommending <br />that the development permit require connection to urban services within 2 years of availability. <br />The Landscaping Plan is generally acceptable. The site plan should be revised to include a tree <br />preservation plan. City Code requires commercial developments to comply with park and trail <br />dedication requirements. The park and recreational trail plan is providing for a pedestrian trail <br />along the southern boundary line of the subject property. It is the City's intention to have the <br />trail on the subject property link to the existing North Fork pedestrian trail. The site plan should <br />be revised to include the required pedestrian trail along the southern boundary line and it will be <br />the responsibility of the developer to construct the pedestrian trail to City standards.
