Absent: Commissioner Sweet. <br /> <br />Case #5: <br /> <br />Request for Site Plan Review North Pine Professional Services; Case of SW <br />Wold <br /> <br />Community Development Assistant Wald stated that the City has received a request for site plan <br />review from SW Wold. SW Wold is proposing to construct a 20,075 square foot multi-tenant <br />office and warehouse building on the property generally located off of State Highway #10 and <br />153ra Avenue (adjacent to Boilermakers Company on the north). The applicant is proposing to <br />construct a multi-tenant office/warehouse facility on a 2.08-acre parcel. The property is zoned <br />B-1 Business, office facilities are a permitted use, and the Commission just recommended <br />approval of a conditional use permit for the warehouse portion of the building. The site plan <br />indicates that the office area will consist of 1,000 square feet and the warehousing area will be <br />19,075 square feet in size. The proposed building exceeds the required front, rear and side yard <br />setbacks established in the B-1 Business District. City Code restricts lot coverage to 35% of the <br />lot area; the site plan is proposing a 22% lot coverage. In accordance with City Code, all <br />driveways, off-street parking and maneuvering areas are proposed to be surfaced with bituminous <br />pavement and finished with B-6/12 concrete curbing. The 24 parking spaces will adequately <br />serve both the office and warehouse activities. The building elevation plan indicates that the <br />exterior wall materials will consist of rock face concrete block and stucco. Concrete blocks <br />should be integrally treated with color. The grading plan is proposing to excavate and utilize <br />City owned property located to the north of the subject property. The proposed drainage plan <br />would be maximizing the ponding capacity on City property and therefore limiting future <br />development's drainage options. Staff is requesting pre and post development capacity <br />calculations to determine the effect of the proposed drainage plan on the City owned property <br />and also on surrounding properties. The development is proposing to derive one access point <br />from 153rd Avenue. Urban Services are not available to the site and the facility is proposed to be <br />served by an on-site septic system. Staff is recommending that the development permit require <br />connection to urban services within 2 years of availability. The Landscaping Plan is generally <br />acceptable, however the site plan should be revised to include a tree preservation plan. City staff <br />recommended site plan approval contingent upon compliance with City Staff Review Letter <br />dated June 1,2001. <br /> <br />City Engineer Jankowski reviewed the drainage of the site. <br /> <br />Chairperson Nixt inquired as to who would bear the cost of the overflow in the future. <br /> <br />City Engineer Jankowski replied that the collection of the storm drainage fees could be used. <br /> <br />Planning Commission/June 5, 2001 <br /> Page 22 of 28 <br /> <br /> <br />
