structures allowed under City Code. The applicant is applying for a variance to exceed the <br />maximum height concurrently with the site plan review process. The first story will contain 28 <br />apartments and the second and third stories will contain 27 apartment each. The building will <br />have 28 one-bedroom and 54 two-bedroom units. The one bedroom units will be 760 square <br />feet and the two bedroom units will be 1053 square feet which meets City Ordinances. The <br />exteriors of the structure is proposed to consist of vinyl siding, block and brick. The roof will <br />have asphalt shingles. The apartment building will have 91 underground parking stall for use by <br />the tenants and will provide 50 off-street parking spaces in front of the apartment building for a <br />total of 141 parking spaces. Under the MR Multi-Family District, a total of 150 parking spaces <br />would be needed for this development. The previous senior apartment development, Savannah <br />Oaks, used a standard of 1.5 parking spaces per unit. If this standard is appliedto The Ponds <br />apartment building, a total of 123 parking spaces are needed. Staff is recommending that this <br />standard be used again since very few of the residents have two cars and some have none. Public <br />access will be provided from Dysprosium St. NW. The proposed landscaping plan is deficient in <br />several areas, namely the lack of detail and insufficient number of planting around the apartment <br />building. Staff will set up meeting with the applicant in the near future to discuss how to create a <br />landscaping plan that meets City standards. City Staff recommended site plan approval <br />contingent upon compliance with the city staff review letter dated June 1,2001 and the applicant <br />receiving a variance to the height restrictions. <br /> <br />Mr. Black noted that they have provided a landscaping plan that is a minimal plan to staff, but <br />they will continue to work with staff on the issue. <br /> <br />Motion by Commissioner Kociscak, seconded by Chairperson Nixt, to recommend that City <br />Council deny site plan approval to the apartment building proposed as part of The Ponds <br />subdivision based on the denial of the variance request by the Board of Adjustment. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Johnson, Reeve, <br />Sweet, and Watson. Voting No: None. <br /> <br />Commissioner Sweet left at 10:35 p.m. <br /> <br />Case #4: <br /> <br />Request for a Conditional Use Permit to Establish Warehouse Operations as <br />an Accessory use to an Office Building in the B-1 Business District; Case of <br />SW Wold/North Pine Professional Service; Continued <br /> <br />Scott Wold, stated that they are currently in the process of doing tree removal on the property. A <br />lot of the trees will have to be moved to clear the site, but they will be utilizing some of the trees <br />to give a buffer around the site. <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt, to recommend that City <br />Council adopt Findings of Facts relating to the request for a conditional use permit from SW <br />Wold for an accessory warehouse use and to recommend that City Council approve the request <br /> <br />Planning Commission/June 5, 2001 <br /> Page 21 of 28 <br /> <br /> <br />
