will have a minimum of 1,476 square feet of finished living space. The exteriors of the <br />structures are proposed to consist of primarily vinyl siding with accent brick around the garages. <br />The roof will have asphalt shingles. The eight-unit townhouse structure will have four units on <br />each side and will have four two-bedroom units and four three-bedroom units. Each unit will <br />have an attached double car garage. Two off-street parking spaces are also provided on the <br />paved driveways for each unit. The applicant will also be providing 79 additional off-street <br />parking spaces within the 17 parking nodes along the private road within the development. <br />Public access will be provided from the proposed public road (Iodine Street, NW). All of the <br />townhome units will be accessed through private roads. The private roads will be at least 24 feet <br />wide with some sections 28 feet wide. The development agreement will require the private <br />streets to be constructed to City street standards. The proposed landscaping plan is deficient in <br />several areas, namely the lack of detail for the plantings for the typical townhouse unit and the <br />number of trees proposed. Staff will set up meeting with the applicant in the near future to <br />discuss how to create a landscaping plan that meets City standards. City staff recommended site <br />plan approval contingent upon compliance with the city staff review letter dated June 1, 2001. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Reeve, recommend that the City <br />Council grant site plan approval to the townhomes proposed as part of The Ponds subdivision <br />contingent upon compliance with the City staff review letter dated June 1,2001. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeve, Kociscak, <br />Reeve, and Watson. Voting No: None. <br /> <br />Case #10: <br /> <br />Request for Site Plan Review for an Apartment Building Located within The <br />Ponds subdivision; Case of Royal Oaks Realty, Inc. <br /> <br />Principal Planner Trudgeon stated Mr. Michael Black of Royal Oaks Realty, Inc. has applied for <br />site plan review for an apartment building to be located within The Ponds subdivision. 'The <br />applicant is planning on constructing 82 apartment units designed for senior citizens. The <br />apartment building will be located on Dysprosium St. The applicant has submitted an <br />application for the rezoning of the development property from B-l, Business and R-l, Single- <br />Family Residential to Planned Unit Development (P.U.D.). The rezoning would allow the <br />property to be subdivided into 73 single-family lots, 152 townhome units and 82 apartment units. <br />The apartment building will be constructed in an area that is roughly 9.06 acres in size. The <br />gross density of the apartments will be 9.05 units per acre. Once wetlands are factored out, the <br />net density will be 14.36 units per acre. The March 2001 Draft Comprehensive Plan indicates the <br />apartment building location is planned for high density housing at a density up to 15 units per net <br />acre. The apartment building complies with all setback requirements. The apartment building is <br />setback 70 feet from the property line of the nearest lot along Dysprosium St. Adequate <br />screening will be necessary along the south property line from the existing single-family lots. <br />Acceptable screening includes berming, plantings, or fencing. The landscaping plan should be <br />modified to show the proposed screening.
