Community Development Director Frolik replied that the rezoning would require a <br />Comprehensive Plan amendment, but she was not sure if it would be a major or minor <br />amendment. <br /> <br />Chairperson Nixt pointed out to the developer that the proposed medium density would fit within <br />the City's requirements, but the low density number was way over what is permitted in the City. <br /> <br />Mr. Runkle replied that he will review that portion of the development and bring it more into <br />conformance with City Code. <br /> <br />Motion by Commissioner Sweet, seconded by Commissioner Reeve, to recommend that the <br />applicant resubmit a sketch plan that makes the changes outlined in the staff review letter dated <br />July 5, 2001. <br /> <br />Further discussion: Commissioner Johnson inquired if the development would be constructed <br />with private roads or public roads. Community Development Director Frolik reviewed where in <br />the sketch plan public roads and private roads were being proposed. Commissioner Johnson <br />stated that the City has accepted some private roads, but he has considered them to be more <br />minimal that what is being proposed in this proposal. He expressed concern with the main <br />thoroughfare being private roads. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Reeve, Johnson, and <br />Watson. Voting No: None. Abstain: Commissioner Kociscak. <br /> <br />Fred Mertens, 7404 149'h Avenue NW spoke in regards to the project expressing concern that <br />there is no park proposed to be included as part of the development. He explained that when the <br />people purchased their land that will be adjacent to this development, they had to a pay a fee to <br />the City because there was not a park. If this development is constructed there will be a definite <br />need for a park. He stated that he is opposed to anything being done to the wetlands in any way <br />and he does not want private owned streets next to his lot. He expressed that the proposed <br />density of the development is to high for the site, especially considering there is a wood shop, a <br />builder and a concrete contractor all adjacent to the proposed development which would attract <br />children and cause a potential of children getting hurt.
