Chairperson Nixt called the public hearing to order at 8:19 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated <br /> <br />Citizen Input <br /> <br />Dan Blake, Centex Homes, explained that the property has been rezoned to R-1U and they have <br />submitted a plan that complies with the City's zoning requirements. Mr. Blake reviewed the <br />proposed road connections in the development and the proposed expansions to Bear Park and <br />Woodland Green Park, which would also included some improvements to those parks. <br />Sidewalks and trail system are included as part of the development which would interconnects <br />the parks to the trail system. Mr. Blake explained that the project would be developed in phases <br />starting at the south and working northerly. Centex is in agreement with the recommendations in <br />the City staff review letter, making one observation in regards to the comment of the streets <br />being more straight rather than curved. He explained that straightness of the streets was not an <br />intent, but happened because of the topography on the site. There will be sidewalks on the <br />streets and homes are located closer to the street in an urban development which will typically <br />keep traffic at a lower speed. In the northern corridor of the development Centex Homes in <br />Reilley Estates has agreed to create a 50 foot wide corridor that would be purchased by the <br />adjacent landowners to make their lots bigger and provide a buffer between the new homes and <br />the existing homes. <br /> <br />Chairperson Nixt inquired if Centex anticipates that all of the outlots will be purchased. <br /> <br />Mr. Blake replied that Centex has received written agreements from most of the adjacent <br />property owners; but if the outlots are not purchased, then they would revise the plat. <br /> <br />Pat Corkle, SRF Consulting Group, Inc., hired by the City to review the traffic impacts of the <br />development. He explained that the traffic operations for existing conditions were analyzed at <br />the following intersections: TH #47 and 156th Lane, Yakima Street and 156th Lane, TH #47 and <br />153rd Avenue, and Waco Street and 153rd Avenue. The analysis indicated that the key <br />intersections currently operate at an acceptable level during the a.m. and p.m. peak hours, with <br />existing traffic controls and geometric layout. The proposed residential development is to be <br />constructed on a currently vacant site bordered by 156th Lane, Roanoke Street, 15Yd Avenue and <br />Argon Street. The proposed development includes 155 single family homes. The development <br />is proposed to be constructed in phases throughout the next three to five years, with full <br />completion in year 2006. The following existing stub streets are proposed to connect to the <br />development: Yakima Street south of 156th Lane, Waco Street south of Juniper Ridge Drive, <br />155'h Lane east of Barium Street, and Ute Street north of 154th Lane. Two additional full-access <br />connections, opposite Waco Street and Xkimo Street, are proposed along 153ra Avenue. It is <br />estimated that there will be 1,550 daily trips generated from the development with 118 trips <br />occurring during the a.m. peak hours and 159 trips occurring during the p.m. peak hours.
