Commissioner Kociscak inquired as to why Mr. Bulow would not place something commercial
on the site.

Mr. Bulow replied that his family has owned the property for over 40 years and they developed
the gas station on the corner. The gas station is presently interested in purchasing the site for a
service center, but if that occurs he would have every residential property owner in the area upset
because of the noise and the lights.

Commissioner Johnson stated that the residential development might be an opportunity to do
something positive for the neighborhood.

Motion by Commissioner Johnson, seconded by Commissioner Reeve, to table action until
August 7, 2001.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeve, and Watson.
Voting No: Commissioner Kociscak.

Case #7: Ramsey Comprehensive Plan Review of June 21, 2001 Public Hearing

Community Development Director Frolik stated that on June 21,2001, the Planning Commission
held a public hearing regarding the March 2001 Draft Comprehensive Plan. The public hearing
was conducted in an open house format where citizens were able to go from area to area to
discuss with City staff the various components of Comprehensive Plan. Approximately 60
people participated in the open house public hearing. Staff received several written responses
prior to the public hearing and several more at the public hearing. In addition, staff received a
few more written comments after the public hearing on June 21.

Kelly Adank, 15241 Jackal Street NW, Ramsey, inquired as to what incentives the City has to
change from a rural area to an urban area.

Commissioner Johnson inquired if that was her perception of the proposed Comprehensive Plan.

Ms. Adank replied that the Commission reviewed three higher density developments during the
meeting.

Chairperson Nixt explained that the Comprehensive Plan is a combination of many different
opinions. The City of Ramsey is a transitioning place for rural and urban development, but it is
not anticipated that the entire City will be urban. He inquired as to what part of the
Comprehensive Plan did Ms. Adank object to.

Ms. Adank replied that she objects to the City becoming urban. She stated that there is not
enough outlets from the north side of the river to crossover to the south.

Planning Commission/July 12, 2001
