Case #7.' <br /> <br />Request for a Conditional Use Permit to Grade and Export Soils; Case of <br />Gerald Bauer <br /> <br />Case was withdrawn. <br /> <br />Case#8: Request for a Conditional Use Permit to Exceed Accessory Structure <br /> Requirements; Case of Charles Lind <br /> <br />Vice Chair Kociscak closed the regular portion of the Planning Commission meeting at 9:22 p.m. <br />in order to conduct the public hearing to order. <br /> <br />Public Hearing <br /> <br />Vice Chair Kociscak called the public hearing to order at 9:22 p.m. <br /> <br />Community Development Assistant Wald stated that the City of Ramsey has been working with <br />Charles Lind for the past couple of years in regard to off-street parking violations on his property <br />located at 14331 Armstrong Boulevard. Mr. Lind currently stores tlm~ee semi-tractors, several <br />vehicles, two boats, and a bobcat outdoors on the property. The existing attached garage contains <br />several collector cars that are in various states of restoration and does not provide enough space <br />to store any more vehicles or equipment indoors. In an attempt to remedy all code enforcement <br />issues on a permanent basis, the City received an application from Charles Lind for a conditional <br />use permit to exceed the total amount of accessory building space allowed on his property. The <br />subject property is zoned R1-R Single Family Rural Residential and adjacent properties to the <br />north, south, east and west are also zoned R1-R. Mr. Lind's property is also located in close <br />proximity to property zoned B-3 Highway Business. The parcel is 2.5 acres in size and City <br />Code allows a maximum of 2,064 square feet of accessory structure space. Charles Lind has a <br />1,792 (28' x 64') square foot attached garage. Charles is proposing to construct a detached <br />garage at a size of 3,200 (40' x 80') square feet, which would bring the total amount of garage <br />space to 4,992 square feet. This is a 2,928 square foot overage in allowable accessory structure <br />space. Mr. Lind would like to utilize the detached accessory structure for storage of his <br />commercial vehicles, private use equipment and private use vehicles that are currently stored <br />outdoors. The Applicant is proposing exterior building materials of vinyl siding that closely <br />matches the home and asphalt shingles. The building will not exceed the 22-foot height limit. <br /> <br />The Commission noted receipt of letters, e-mails and petition from the following residents <br />stating opposition or strict conditions to Mr. Lind's request: David Buchanan, Brenda Erickson <br />at 14227 Armstrong Blvd. N.W., Jean and John Tracy at 7822 142na Avenue N.W., Julia and <br />Peter Tremaine at 14312 Armstrong Blvd. N.W., Andrew and Joann Pregler at 14290 Alpaca St. <br />N.W., and Lawrence Lund at 14322 Alpaca St. N.W. <br /> <br />Gene Leonhardt, 8005 142nd Avenue N.W., Ramsey, stated his property overlooks about 200 <br />feet of Mr. Lind's property. It is located at the gateway of their small neighborhood. He <br />explained that all property owners have tried hard to maintain their property value.
