not have intentions for expansions. It is Staffs understanding that North Suburban Steel Supply <br />does not have any intentions to expand on the property. The Applicants have made it clear they <br />do not intend to construct a residential dwelling on the property. It would appear that North <br />Suburban Steel Supply is proposing to utilize the non-conforming accessory building for a low <br />intensity business that would not include expansions on the subject property. <br /> <br />Sharon Zagaros, 9031 181st Avenue, Ramsey, stated she lives adjacent to this property. She <br />remarked that she had investigated this property when the cabinet maker was proposing to use <br />the building. Originally this building was not permitted, but was constructed for use for an ag <br />business. She stated she did not want a steel warehouse in her backyard. This is adjacent to all <br />R-1 residential properties and on a wetland. She suggested that before anything is built, an <br />environmental study should be conducted. She was concerned with a possible increase in traffic. <br />Ms. Zagaros noted that trucks with heavy loads are not allowed on these roads in the spring. She <br />questioned if this parcel would be rezoned to industrial and then set a precedent for all the <br />businesses coming in. She noted there have been a lot of "mom and pop" businesses <br />grandfathered in. She felt that when you come into a residential area, it should stay residential. <br />Ms. Zagaros stated this property abuts the County ditch which is an important waterway through <br />the wetland. She questioned what kind of runoff would come from diesel and rust. She <br />questioned the impact on indigenous animals in the area. She raised the issue of noise in that <br />many trucks run all winter for fear of them not starting up if they are turned off. She mentioned <br />the possibility of storms taking down trees, in which case, she would have a view of the pole <br />barn. She felt the pole barn was an unsightly building. She commented it was already there and <br />nothing can be done about it, though it was meant for an ag business and not for a steel business. <br /> <br />Vice Chair Kociscak asked Ms. Zagaros if the pole barn was there when she moved in and she <br />stated it was, and when she checked with the City she was told it was for an ag business. <br /> <br />Commissioner Reeve asked if this building was built with no permit. <br /> <br />Community Development Director Frolik explained the files are sketchy but it appears it was <br />built without the proper permit. <br /> <br />Mark Scully, 9000 181st Avenue N.W., Ramsey, said he lives west of the property. The pole <br />building was there when he moved in, but he said it was unlikely that a steel warehouse would be <br />in a residential district. He stated the driveways are almost side by side, and it would not be <br />possible to run trucks up the driveway. He added he was not opposed to the pole barn, but was <br />opposed to the business. <br /> <br />Commissioner Reeve stated that approving this would be perpetuating the wrong. <br /> <br />Community Development Director Frolik remarked that the building exJ, sts and if potential uses <br />for it are denied, it could invite the situation of having a business locate there illegally. She <br />stated that if there is a conditional use permit for the use of a nonconforming structure, it offers <br />the City the opportunity to gain control over the activities carried on in the building. <br /> <br />Planning Commission/August 7, 2001 <br /> Page 23 of 25 <br /> <br /> <br />
