Lonny Menard, 8940 181st Avenue N.W., Ramsey, the property owner, stated that ifa permit was
needed, the City was negligent in making him aware of that. He said he has been working in a
steel business and paying commercial taxes for 15 years.

Vice Chair Kociscak asked if the building would lend itself to a residential use.

Mr. Menard stated it doe~ not.

Commissioner Johnson suggested that some kind of business be operated at this location under a
conditional use permit. A business that would have a minimal impact on this property would be
desirable rather than disallowing its use. This potential use would have a maximum of two
trucks per day, which he said struck him as relatively minimal.

Vice Chair Kociscak questioned the amount of tonnage the applicant expects.

Ms. Jarmoluk, applicant, explained they didn't expect to exceed 20,000 tons at a time. This
amount should be legal in the spring off Highway 169. She said this building would be used
strictly to hold customers' goods. It would not produce a rust situation. There would be no
activity after 5:30 p.m. and none on weekends.

Motion by Commissioner Johnson, seconded by Vice Chair Kociscak, to close the public
hearing.

Motion Carried. Voting Yes: Vice Chair Kociscak, Commissioners Johnson, Reeve, and
Watson. Voting No: None. Absent: Chairperson Nixt and Commissioner Sweet.

The public hearing closed at 10:45 p.m.

Commission Business

Vice Chair Kociscak called the regular meeting of the Planning Commission back to order at
10:45 p.m.

Motion by Commissioner Johnson, seconded by Vice Chair Kociscak, to recommend that City
Council adopt Findings of Fact favorable to the applicant relating to the request and approve the
request for a conditional use permit to operate a steel warehousing business in a residential
district.

Motion Carried. Voting Yes: Vice Chair Kociscak, Commissioners Johnson, Reeve, and
Watson. Voting No: None.
