de-sacs were connected as a through street to provide a main street spine through the <br />neighborhood and replacc the access lost on 153rd by the cul-de-sacing of Waco. A 90 degree <br />intersection was created to connect 155th Lane to the main spine of the development rather than <br />having the main spine funnel directly into 155th and the neighborhood to the west. Yakima, <br />Waco and Ute would be constructed as through streets. Option B is the same as Option A except <br />that Ute would not be constructed as a through street. Option C will be the preliminary plat <br />reviewed on July 12 which includes Yakima, Waco and Ute Street as a through streets. Option D <br />will be the preliminary plat reviewed on July 12 without Ute Street as a through street. Options <br />B and D will not increase traffic on either of the remaining street connections. As for grade and <br />drainage issues, the developer will eliminate the back yard catch basin in the vicinity of Lot 4, <br />Block 2, Stanhope Terrace to remedy the concern with differences in grade elevations. The high <br />point at 155th Lane and Yakima is going to be moved to the juncture of the new 155th and the <br />existing 155th so water flows into the development rather than out. City Staff recommends <br />preliminary plat approval of Option A. <br /> <br />Commissioner Johnson questioned if Option B is chosen, whether the street could handle it since <br />the traffic would be higher. <br /> <br />City Engineer Jankowski explained that it is generally expected that residential streets carry no <br />more than 1,000 vehicles per day. This plan projects 740 cars per day and pointed out that the <br />numbers shown on the drawings are from the new development itself. Residents on Juniper <br />Ridge, for example, may find it more convenient to cut through this development, adding to the <br />numbers shown. <br /> <br />Commissioner Johnson commented that it is not likely that a lot will be added. He continued <br />that this is the one area that the development wasn't able to effect mitigation of the lot size. He <br />stated that to continue the lesser impact on the front yards would be best. <br /> <br />City Engineer Jankowski explained that staff is satisfied with either Option A or B. The even <br />distribution between the two main streets is a good plan. <br /> <br />Commissioner Johnson asked if the existing traffic levels are known. <br /> <br />City Engineer Jankowski replied they are not. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Reeve, to approve the <br />preliminary plat for Centex Addition, Option B, contingent upon the developer supplying all <br />required preliminary plat data to the satisfaction of the City prior to submission to City Council. <br /> <br />Further discussion: Vice Chair Kociscak stated he preferred more exits. He felt that 140 trips <br />per day on the street sounded better than 740. Commissioner Johnson explained this traffic is <br />distributed throughout a 24 hour period.
