Absent: Chairperson Nixt. <br /> <br />Mark Barrett, 5221 155th Lane NW, Ramsey, stated that he understood from the last Planning <br />Commission meeting that the public hearing was to be continued at this meeting. He also <br />understood the developer was going to submit more plans. <br /> <br />Community Development Director Frolik explained the public hearing was adjourned last <br />month. She continued that the developer did fmmish more plans, and Staff discussed them. <br /> <br />Mr. Barrett commented that he felt the public had the right to comment on the new plans. <br /> <br />Vice Chair Kociscak stated that the 4 options discussed result from the citizen comments at the <br />public hearing last month; the agenda for this evening does not include another public hearing. <br /> <br />Commissioner Sweet pointed out that although Council will not be conducting a public hearing <br />on this issue, they may take comments at their meeting. <br /> <br />Commissioner Johnson stated the Planning Commission could have taken public comments prior <br />to taking action, however, the Commission did consider the comments from the last meeting and <br />were as responsive as possible. The new information requested was not intended to be presented <br />at a public hearing. Commissioner Johnson stated he appreciated Mr. Barrett's point to comment <br />on the new plans. <br /> <br />Mr. Barrett asked the Planning Commission to rescind their motion due to no official public <br />hearing held for the new plans. <br /> <br />Jon Westrum, 15660 Juniper Ridge Drive, Ramsey, stated he redesigned the streets in the <br />development and faxed his drawing to the developer. He questioned if these plans were passed <br />on to the Planning Commission. Mr. Westmm explained his drawing utilized mostly dead ends. <br />He distributed a copy of his drawing to people in the audience. <br /> <br />Commissioner Reeve explained the public hearing could not be opened because it was not <br />properly advertised. <br /> <br />Vice Chair Kociscak explained this issue will go to the Council at the end of the month. He <br />again pointed out that the Council often times will take citizen input at their meetings. The <br />Planning Commission would like to make their recommendation to the Council. <br /> <br />Commissioner Johnson suggested the Planning Commission hear the concerns of the people for <br />five minutes.
