Mr. Corkle explained there is an expectation of 75 cars at the worst hour of the day. The <br />numbers in the study are per 24 hours. <br /> <br />Commissioner Johnson remarked that there is no great answer. Any time a fairly dense <br />development is proposed, there is not one solution to all problems. The City Council has the <br />ability to do as they see best. He asked that Community Development Director Frolik to include <br />a copy of the drawing from Mr. Westrum for the Council's packet. <br /> <br />Vice Chair Kociscak explained the procedure to the public. This issue will be at the Council <br />meeting on August 28. <br /> <br />Commissioner Sweet commented that the public should be familiar with the Comprehensive <br />Plan. There are areas that are predetermined as to what the density will be. She added they <br />could be fighting an uphill battle. She stated she preferred Option B. <br /> <br />Vice Chair Kociscak informed the public that Option B will be the recommendation to the <br />Council. <br /> <br />Commissioner Johnson sought to answer the question on the Charter as brought up earlier. <br /> <br />Community Development Director explained that the City Council accepted a legal opinion that <br />the Charter Amendment requirement for density transitioning is unconstitutional and are <br />therefore not enforcing same. <br /> <br />PUBLIC HEARING/COMMISSION BUSINESS <br /> <br />Case #2: <br /> <br />Request to Rezone Certain Property from B-1 Business and R-3 Urban <br />Residential to Multi-Family Residential; Case of TSM Development Inc. <br /> <br />Vice Chair Kociscak closed the regular portion of the Planning Commission meeting at 8:20 p.m. <br />in order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Vice Chair Kociscak called the public hearing to order at 8:20 p.m. <br /> <br />Community Development Director Frolik stated that the City received an application from Steve <br />Schmitt of TSM Development to rezone property located at the Northeast quadrant of CSAH <br />#I 16 (Industry Avenue N.W.) and CSAH #56 (Ramsey Boulevard N.W.) from Industrial to R-3 <br />Urban Residential. The rezoning would allow the property to be developed with townhomes at a <br />density not to exceed 7 units per acre. The property is 4.77 acres in size and is within the <br />Metropolitan Urban Service Area (MUSA). The general development plan accompanying the <br />application proposes to develop the property with townhomes.
