Chairperson Nixt pointed out the current Comprehensive Plan permits this area to be developed <br />as proposed. <br /> <br />Ms. Landwehr asked how much time the developers are allowed to put the houses in. <br />Commissioner Kociscak inquired what size lot Ms. Landwehr had. <br /> <br />Ms. Landwehr stated she has five acres. She added that she is opposed to the density. <br /> <br />Chairperson Nixt stated he is adjacent to River Pines, on the other side. He said he didn't <br />necessarily disagree with her, but said it was never his understanding that the exclusion of the <br />remainder of Mr. Barthold's property from the MUSA would be a permanent situation. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Nixt, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Reeve, and Watson. <br />Voting No: None. Absent: Commissioners Johnson and Sweet. <br /> <br />The public hearing closed at 8:35 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:35 <br />p.m. <br /> <br />Mr. Peterson offered to respond to some of the concerns raised. In regard to the question on the <br />time frame, Mr. Peterson noted there were 130 plus lots in the Apple Ridge development. It is <br />not uncommon to absorb 30 homes per year. If that was the case, Apple Ridge/River Pines <br />would be a 4 year project. He said he hoped he didn't represent that it would go faster. <br /> <br />Chairperson Nixt commented he wasn't sure Mr. Peterson did imply the time frame would be <br />quicker, though he said he was surprised at the time frame as well. <br /> <br />Mr. Peterson explained if this project was approved this winter, it would be constructed next <br />spring, with building permits obtained in the summer. <br /> <br />Mr. Peterson stated that the access to the north would be more of a dead end. He explained that <br />it would not provide the ultimate access to Mr. Miller's property; there would still be a plot of <br />land in between River Pines 5th and Mr. Miller's property. <br /> <br />Chairperson Nixt commented that the developer is ready to work with City Staff and if the <br />neighbors and Mr. Miller is amenable, both objectives can be accommodated. <br /> <br />Planning Commission/September 10, 2001 <br /> Page I1 of 24 <br /> <br /> <br />
